This Health System Specialist position is located at the West Haven VA Medical Center and serves the Executive Director of the VA Connecticut Healthcare System and serves to provide support to health care management officials by analyzing - evaluating - advising - and/or coordinating health care delivery systems and operations.
Qualifications

Individual Occupational Requirement Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) with experience having been progressively responsible analytical or administrative - or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative - clinical - or other service activities - and provided knowledge of the following: Missions - organizations - programs - and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide - agency - and facility systems and requirements in various administrative areas such as budget - personnel - and procurement. Quality Ranking Factor: Ability to serve as the principal advisor on all administrative matters associate with the Executive Director and operations - including the formulation of and implementation of policies. Preferred Experience: Administrative experience for at least one year at the GS-12 equivalent level - providing high level guidance and support to leadership team members/supervisors. The full performance level of this vacancy is GS-13. Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Duties
- The primary purpose of this position is to provide support to health care management officials by analyzing - evaluating - advising on and/or coordinating health care delivery systems and operations
- The position renders advice on operational policies and assures these policies are coordinated with - and in support of - field operations
- The incumbent works closely with senior management officials and others in implementing and evaluating policies - plans - and internal operational systems
- Duties include but are not limited to: Serving as principal advisor on all administrative matters associated with the Executive Director and operations - including formulation and implementation of policies
- Maintaining data and ensuring completion of reports including labor mapping - regional - and national level required reports
- Analyzing the subject matter of incoming information for appropriate distribution - receiving and monitoring completed actions or responses - and ensures action or inquiry is properly closed out
- Developing - promoting - and maintaining good relations with a variety of groups including other VA facilities - Veterans Service Organizations - professional societies - volunteers - media and other customers
- Coordinating events and representing the Executive Director in formal speaking engagements at facility meetings - with affiliates - and public speaking events
- Building constructive and effective relationships with colleagues at all levels
- Developing - implementing - and monitoring an effective patient satisfaction program within clinical service lines - and taking corrective action to improve customer satisfaction
- Working in coordination with internal reviewing services regarding complex audits and internal/external reviews of national concern
- Working closely with senior management and others in implementing and evaluating policies - plans - and internal operational systems such as correspondence management - information tracking among pertinent offices and stakeholders - and internal/external communication flows
- Providing guidance to internal and external customers concerning healthcare initiatives that are generally difficult and complex - including investigating and analyzing a wide variety of problems and recommending appropriate solutions
- Independently investigating complex issues - analyzing problems - and presenting recommendations taking into full consideration the wide range of factors and requirements which affect the management of the healthcare delivery system
- Applying extensive knowledge and skills in hospital administration principles - theories - and practices to inquire and study where the boundaries are broad and difficult
- Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory - qualification - and performance requirements are met
- Selection at a lower grade level does not guarantee promotion to the full performance level
