Summary

This Equal Employment Manager position is within the Executive Director's service at the VA Bedford Healthcare System located in Bedford - Massachusetts. It is permanent and full-time at 40 hours per week.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 07/20/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-12 Grade requirements: Applicants must have at least one year of specialized experience at the next-lower grade GS-11. Experience includes - but is not limited to: Providing leadership - advice and counsel to line and staff managers/supervisors in the development and implementation of the organization's affirmative action plan; Coordinating Equal Employment Opportunity (EEO) activity with Human Resources staff and establishes and maintains effective contacts with community elements interested in equal opportunity; Preparing complete and timely reports on pre-complaint counseling activities - the status of formal complaints and the disposition of complaints closed for various levels of higher authority; Defining EEO problem areas - identifies reasons for problems and drafts specific action items to treat the causes of problems - etc. For more information on these qualification standards - please visit the United States Office of Personnel Management's website at https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/. Preferred Experience: Advising and providing counsel to employees regarding EEO policies - procedures and directives of management. Implementing EEO policies and procedures. Building and managing relationships with stakeholders.

Duties

  • The primary purpose of this position is to perform work that involves developing - administering - evaluating or advising on the Federal Government's internal equal employment opportunity program within the assigned organization
  • Duties include - but are not limited to: Provides leadership - advice and counsel to line and staff managers/supervisors in the development and implementation of the organization's affirmative action plan
  • Coordinates Equal Employment Opportunity (EEO) activity with Human Resources staff and establishes and maintains effective contacts with community elements interested in equal opportunity
  • Serves as the principal advisor to the organizational leadership and staff for a region by providing expert advice on all matters related to the EEO program on the feasibility and impact of EEO plans - policies and decisions
  • Manages the EEO complaints processes
  • Assures formal complaints are processed within established time limits and in accordance with published regulations and policies
  • Assumes responsibility for a total equal employment opportunity program that meets basic requirements for complying with laws - regulations and agency policies
  • Develops and promotes EEO program publicity and reference materials insuring the EEO program is communicated to the workforce
  • Performs a systematic evaluation of program activities and functions to measure the degree of success of program efforts
  • then recommends changes in program methods and approaches based on evaluation results

  • Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System
  • Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment
  • Current and former Federal employees must submit copies of their most recent SF-50 - (Notice of Personnel Action)
  • The SF-50 must identify the position title - series - grade - step - tenure and type of service (Competitive or Excepted)
  • In some cases - more than one SF-50 may be required to show a higher grade previously held
  • This position is covered by locality-based comparability pay
  • This position is not a Bargaining Unit position.

Salary : $101,375 - $131,790
