As an External Workforce Solutions Recruiting Program Manager, you will play a key role on the EWS team partnering with Talent Consultants, business line leaders, our Managed Service Provider and vendors to design, develop and implement contingent labor solutions to achieve business outcomes. Generally assigned to one or more business lines as a program subject matter expert, you will also be heavily involved in program initiatives including RFX for contract labor services and systems which may include leading projects and/or program management.

Essential Functions
Oversee the management of U.S. Bank’s external workforce program for assigned business line. Partner with key stakeholders to develop and implement contingent labor initiatives, programs, and/or projects by:
- Acting as subject matter expert for external workforce solutions. Manage and resolve escalations in a timely manner.
- Aligning assigned external workforce strategies with business strategies to ensure MSP and vendor service delivery.
- Translating research and the benchmarking of external workforce best practices into high impact programs and initiatives that impact business outcomes.
- Lead cross-functional efforts with external and internal partners to improve the vendor management systems functionality/usability, integrations, and data integrity.
- Assist with the negotiation efforts with MSP and contingent labor providers.
- Provide information concerning business intelligence, benchmarking, and workforce analytics and consolidate data/information to present for review with primary partners and drive fact- based decision making.
- Develop relevant learning and support tools, processes and resources for business line managers and other internal stakeholders.
- Develop communication plans for initiatives, programs, and/or projects. Support business line managers and Talent Consultants in initiatives, programs, and/or projects.
- Build, maintain and manage relationships with vendor supporting programs and initiatives.
- Monitor vendor performance and accountabilities.
- Review and approve invoicing related to approved budgets, ensure delivery of reporting related to program costs or savings.
- Support budget forecasting and planned spend for business line statements of work, projects and temporary staffing as needed.
- Partner with MSP to use evaluation tools and metrics to measure of effectiveness of initiatives, programs, and/or projects.
- Facilitate the delivery of reporting requests.
- Ensure that customer needs are built into solutions and processes.
- May informally lead others, projects or work within and outside of own organization, provide coaching and consulting to vendor partners, managed service team members or hiring managers.
