Specialized Experience: One year of specialized experience which includes conducting/executing technical countermeasure (TSCM) investigations; providing guidance on TSCM information, policies, and operations; and conducting liaison with senior intelligence community (IC) representatives regarding TSCM. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

- Manage the Technical Surveillance Countermeasures (TSCM) program across the USINDOPACOM area of responsibility to establish countermeasure policy and provide technical guidance.
- Direct complex technical counterintelligence operations, investigations, and facility searches to counter foreign intelligence threats.
- Brief commanders, DoD service departments, and interagency partners regarding mission status, training, and logistical requirements.
- Supervise subordinate intelligence specialists, warrant officers, and special agents to evaluate performance, assign workloads, and enforce organizational standards.
Conditions of employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a Top-Secret security clearance on a TS (or equivalent level) investigation with eligibility for Sensitive Compartmented Information (SCI).
- Must sign and comply with the provisions of a mobility (rotation) agreement. Mobility may include unaccompanied tours.
- All lNSCOM employees may be subject to extended temporary duty (TDY) or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- May be required to perform TDY of at least 40% of the time and may be subject to extended TDY.
- Must successfully complete all required certification courses and training for the discipline, position, and grade as directed by the CG, INSCOM, the MICECP Program Manager or otherwise established in the Program Manager Guide.
- In accordance with the MICECP Career Guide, must successfully complete the Cl Special Agent Course, Fort Huachuca, AZ, and the TSCM Basic Course at an interagency training center.
- Two year trial period may be required.
