Summary
This position is located in the Morale, Welfare and Recreation Department, Navy Region Hawaii. The purpose of this position is to administer, manage, and direct the JBPHH, HI Single Sailor Program. The Supervisory Recreation Specialist administers the Single Sailor Program for all Naval personnel attached to activities throughout Navy Region Hawaii. The incumbent is responsible for planning, promoting, organizing a year-round recreation program for active duty, Single Sailors.

Oversees the Single Sailor Recreation Centers for the Joint Base Pearl Harbor, Hickam (JBPHH). Directly supervises Recreation Specialists and Assistant, full time, part time and flexible employees. Guides all actions to comply with set standards and deadlines. Approves leave schedules, completes performance appraisals, and counsels and disciplines subordinates as necessary. Develops position descriptions for staffing requirements. 20%
Plans work for staff, setting priorities, ensuring timely performance of satisfactory quality and quantity of work, and assuring work is of acceptable form. Promotes and furthers the EEO Program assuring equal treatment of all subordinates in all areas of work and personnel management, including selections, assignments, training, promotions, details, discipline, awards and recognitions, nominations to boards and committees, overtime assignments, etc. insuring that all internal policies and procedures within the organization are consistent with EEO policies. 10%
Monitors programs to affect modifications of new activities, existing activities, or eliminates those that are not economically effective to sound programming. Studies conditions, needs and trends, affecting requirements. Develops and submits for approval, long and short-range plans to meet command needs for adequate recreational program, facilities, equipment, and personnel, taking into consideration such factors as age, adequacy, and life expectancy of equipment, facilities, and financial resources. 10%
Procurement of competent entertainment and equipment for the Single Sailor programs and facilities on Joint Base Pearl Harbor, Hickam. In addition, checks and authenticates all invoices for payment to vendors and contractors. 10%
Prepares activity budget submission to meet objectives. Makes corrective adjustments when variances exist from the projected budget plan. Reviews requirements and determines whether program expenses should be justified, curtailed or eliminated from the budget. 10%
Reviews and ensures internal controls, receipt, safekeeping, deposit, disbursement, and accountability to include accuracy of source data and propriety of expenditures. Establishes necessary fees and charges. Signs purchase requests and timecards. 5%

Although basic program plans and methods of operation are well established for this program, the incumbent is encourages to independently inject new and innovative programming activities into the basic program. The incumbent is expected to carry out duties fairly independently without direct supervision. Overall program and budget recommendations are reviewed for adequacy, appropriateness of proposals, soundness of judgment and conformity with program objectives.
Guidelines:
Operates within the scope of guidelines, as set forth in Navy MWR Policy. Employee is required to use judgment in adapting guidelines and in translating program policies into positive and practical program plans. Studies program progress and results in the light of guidelines, recommending changes which will eliminate inadequacies and promote improvements in recreation services and activities. Situations requiring substantial deviation from, or not covered by, existing guidelines are referred to the supervisor.
Complexity:
Plans, coordinates, and administers recreational programs for Navy Region Hawaii active duty members which exceeds 10,000. Recreation programming is further complicated by the unique nature of afloat and ashore operations. Schedules are made, rearranged, and rescheduled frequently due to afloat operational commitments.
Manages and enhances Single Sailor Programs which not only includes an array of self-directed and organized programs, but a wide variety of activities above the basic program requirements, such as entertainment events, social activities, trips and tours, instructional clinics, sporting events, concerts, etc.
The work includes numerous different and unrelated processes, methods and procedures concerning the considerable volume and wide variety of activities involved in the Single Sailor Program. Program management is made more difficult by such environmental elements as the presence of serval commands and geographic dispersion of the community to be served.
Scope and Effect:
The recreation program provides maximum opportunity for off-duty personnel to participate in a well-balanced program of planned and informal recreation activities. Both programs are considered large and include enhanced activities; however, program-planning areas which go beyond the basic approved program will be referred to the supervisor who will, determine program procedures and approve activity plans. Work results contribute to the adequacy and effectiveness of the overall recreation program.
Personal Contacts:
Personal contacts are with program participants, volunteers, recreation staff, members of the community and commercial vendors carrying recreation equipment. Contacts with vendors are in a moderately structed setting and tend to be routine and recurring. Contacts with program participants, staff and volunteers require a broad understanding of the relationship of recreation program activities, services and resources to the interests and needs of participation.
Purpose of Contacts:
Contacts are for the purpose of securing assistance, justifying budget requests, explaining procedural requirements, interpreting rules in various sports, giving and obtaining information, securing officials for games, publicizing programs and events, and coordinating the use of facilities. Contacts are made in order to obtain effective use of the resources available to provide varied and far-reaching athletic programs for eligible patrons.
Physical Demands:
Position requires occasional standing, walking, stooping, and bending.
Work Environment:
Most of the work is performed in an office setting although occasional inspection of recreation facilities is required.
Special Requirement:
Must be available to work, days, nights, weekends, and/or holidays.
