  1. Oversee, review, and post Analyst I & II records and journals for the following:
    1. Bank transfers
    2. Incoming ACH (direct deposit) transactions
    3. Sweep account transactions
    4. Other banking transactions
    5. Investments trust and benefit accounts
    6. Accounts Receivables and bi-weekly payroll postings
    7. Inter-company and membership billing (TTPA, water treatment, Workers Comp, utilities, loans, etc.)
  2. Must be able to supervise processes to prepare and file (both manually and electronically):
    1. Federal grant reporting documents
    2. Banking reports
    3. Medical & Benefit Internal Billing
    4. Other Federal, State, regional, local, and enterprise documents and reports
  3. Develop and maintain policies and procedures for TMTC and TMHA for the proper operation/use of:
    1. Compliance with General Welfare provisions of the IRS for Tribal program development
    2. Fixed Asset Inventory and Asset transfers
    3. Grant reporting
    4. Highly Protected Data (HIPAA/ERISA/MEDICAL)
    5. Project accounting/integration
    6. Banking, trust, investment, and cash management
  4. Analyze, reconcile and report on a variety of accounting transactions including:
    1. Banking and cash management transactions
    2. Inter-company due to/due from
    3. Budget vs. actual comparisons for managers/departments
    4. General accounting transactions
    5. Other transactions and analysis as requested
  5. Manage grant financial reporting for TMTC and TMHA
    1. Development of grant budgets
    2. Developing and maintaining procedures to ensure compliance with grant requirements
    3. Manage approved budgets in accounting systems, coordinate changes to the budgets throughout the year in accordance with policy or grant changes
  6. Assist in leading the implementation of software projects or new processes such as MIP and Paycom.
  7. Prepare for and participate in the Government’s annual financial statement examination
  8. Prepare for and participate in the unit’s audits/census’
  9.  Other duties as required
Qualifications:

Qualifications:

  1. B.S. degree in accounting and five (5) years of progressively responsible management and supervisory experience in finance or accounts
  2. Possess knowledge and experience in positive management skills
  3. Possess a sound understanding of accounting standards under GAAP as well as demonstrate sound judgement in relation to those standards
  4. Possess strong computer accounting skills, including computerized accounting systems, Microsoft Excel and database systems
  5. Knowledge of federal programs and financial and procurement regulations is desirable
  6. Knowledge of GASB reporting procedures related to Tribes as a governmental entity
  7. Ability to develop fiscal and procedural policies for internal control
  8. Able to use sound judgment in recognizing the scope of authority
  9. Excellent verbal and written communication and interpersonal skills
  10.  Possess a valid California driver’s license and comply with the requirements of the Tribe’s driving policy and insurance requirements.

 

Salary : $70,400 - $88,000
