SUMMARY: Under general direction, utilizes AutoCAD computer drawing system and GIS software to produce detailed construction drawings, topographical profiles, record drawings and specification sheets. Plot maps and charts showing profiles and cross sections. Creates, maintains and updates record drawings and water and sewer permit records. Reviews data collected by others and edits and updates GIS database and other records as required. Issues water and sewer permits. Assist in field with surveys, inspection work and data collection using equipment and tools provided. Provides customer service relating to water and sewer availability in specific areas. Monitors and provides information relating to Ohio Utilities Protection Service (OUPS) request for information. Distributes information to end users.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other related duties may be assigned.
50% Uses computer utilizing engineering and geographic software and/or report data to create final sewer and water engineering record drawings, reports, databases, spreadsheets and binders as required. Updates and maintains drawings, databases, spreadsheets, reports and binders to add information as constructed or acquired. Maintain and update sewer and water specifications and convert all necessary drawings to desired electronic format. Utilizes knowledge of various drafting principles, engineering practices, mathematics, building materials and other physical sciences to complete drawings and reports. Make any adjustments or changes necessary or desired. Check dimensions of drawings, materials to be used, relation of one part to another, and relation of various parts to whole structure or project. Performs field inspection work on sanitary sewer and waterline construction projects and service connections on an as needed basis. Utilize GPS and / or survey equipment and tools and related software to find, locate, map, identify and record information relating to water and sewer facilities within the county all the while maintaining and keeping the GIS maps, database and other records current and up to date. Provides feedback on GIS applications.
30% Utilizes computer terminals and related software to issue and track sewer, water, hydrant and pool permits to contractors, developers and general public. Maintain Drain-layer list. Track and maintain plumbing inspection and well documentation as supplied by the Board of Health. Create, update and maintain databases and/or spreadsheets. Answer inquiries as to availability of sewer and water lines within specific locations. Records and addresses customer complaints, service inquiries and information regarding spots of County owned water and sewer lines. Operates printers and plotters to generate drawings and reports for customers.
20% Revises water and sewer construction design drawings as per mark ups for in-house design plans. Aid department personnel in performing survey work for in-house design projects. Researches and reviews water and sewer permits, drawings and reports from files and computer data files. Answer mainline phones when necessary. Maintains record books and data files. Uses various engineering and office software (Microsoft Excel, Word, Auto CAD, Esri, etc.) as needed. Collects and records reimbursements and permit fees as needed. Checks courthouse records, Auditor’s records and recorder’s record for information pertaining to the Sanitary Engineer’s office. Reviews and investigates files regarding assessments and reimbursements.

EDUCATION and/or EXPERIENCE: High school diploma or general education degree (GED); with advanced courses in computer-aided design and drafting and/ or GIS and Associate Degree in Engineering Technology or GIS related field. Must have two years’ experience in sanitary or civil engineering and or GIS.
LANGUAGE SKILLS: Ability to read and interprets engineering documents, and engineering drawings, and standard procedures manuals. Ability to prepare inspection reports and write routine reports. Ability to communicate and coordinate with customers, contractors, consultants and engineers.
MATHEMATICAL SKILLS: Ability to apply advanced mathematical equations and engineering principles with regard to the field of sanitary/or civil engineering.
REASONING ABILITY: Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS: Must possess and maintain a valid driver’s license.

While performing the inspection duties of this job, the employee will be working near heavy construction equipment close to public roads, traffic and deep trenches, airborne particles, vibration and outside weather conditions which can be extreme depending on the season. The noise level in the work environment is usually high to moderate in the field and low in the office.
