Job Title: Program Manager - Permitting, Licensing, and Certifications (PLC)
Location: Harrisburg, PA
Note: This is an onsite position


Job Summary:
The Commonwealth of Pennsylvania is seeking a dynamic and experienced Program Manager to lead the Permitting, Licensing, and Certifications (PLC) initiative within the Commonwealth Office of Digital Experience (CODE PA). This position offers an exciting opportunity to work on complex digital services projects that directly impact the lives of Pennsylvania residents. The successful candidate will be responsible for overseeing the entire PLC program, ensuring the program is delivered on time, within scope, and within budget. The Program Manager will act as a strategic leader, ensuring alignment across teams, driving accountability, and effectively managing program governance and execution.


Key Responsibilities:

  • Program Leadership & Accountability:
    • Lead and own the end-to-end delivery of the PLC enterprise program.
    • Define and implement the program's vision, structure, and execution strategy.
    • Ensure alignment across all teams (product, project management, engineering, vendors, etc.).
    • Establish governance, decision-making structures, and clear accountability at all levels.
  • Operating Model & Governance:
    • Develop and implement the program s operating model (e.g., cadence, governance, roles).
    • Establish clear roles, responsibilities, and escalation paths for the program.
    • Lead steering committees and governance forums to ensure program execution standards.
  • Planning & Execution:
    • Create and maintain an integrated master roadmap across all workstreams.
    • Identify and manage dependencies across different workstreams.
    • Conduct quarterly re-planning and prioritization to ensure alignment with program objectives.
    • Oversee the timely and budget-conscious delivery of program outcomes.
  • Team Organization & Enablement:
    • Structure and organize teams for clarity, effectiveness, and optimal performance.
    • Mentor product managers, project managers, and other leads in best practices for successful program delivery.
    • Define expectations for deliverables, meeting readiness, and communication protocols.
  • Stakeholder Management & Communication:
    • Act as the primary point of accountability for program outcomes and status.
    • Deliver clear, concise, and structured communication to all stakeholders, both technical and non-technical.
    • Translate complex program details into easily understandable insights for various audiences.
  • Risk, Issue, and Decision Management:
    • Proactively identify, mitigate, and resolve risks, blockers, and issues.
    • Drive informed decision-making and escalate critical issues with actionable recommendations.
  • Financial & Vendor Oversight:
    • Oversee the program budget, ensuring financial tracking and forecasting.
    • Manage vendor performance to ensure contracts and deliverables align with program goals.
  • Agile Coordination & Scrum Support:
    • Support Agile teams by helping coordinate Scrum activities and tracking project progress.
    • Assist in the facilitation of project ceremonies (e.g., sprint planning, daily stand-ups, reviews, retrospectives).
    • Track project deliverables and communicate progress to leadership.

Required Qualifications:

  • Experience:
    • 8-10 years of program or portfolio management experience.
    • Proven track record managing large-scale, multi-year, multi-million-dollar programs.
    • Experience managing multiple concurrent workstreams and cross-functional teams.
    • Experience working with both internal teams and external vendors.
  • Leadership & Communication Skills:
    • Ability to lead and influence teams without direct authority.
    • Exceptional communication skills, with the ability to communicate effectively at all levels.
    • Strong coaching and mentoring abilities to elevate team performance.
  • Delivery & Execution Expertise:
    • Extensive knowledge of program governance, planning, and execution frameworks.
    • Familiarity with Agile, Waterfall, and hybrid delivery models.
    • Ability to create structure in ambiguous or underperforming environments.

Preferred Qualifications:

  • State Government Experience: Familiarity with state government projects or systems is a plus but not required.
  • Salesforce Experience: Experience with Salesforce implementations is desirable.
  • Certifications: PMP, Scrum, or other relevant certifications.
  • Early-Stage Program Development: Experience in setting up programs from scratch or disorganized environments.

  • Leadership Visibility: Leaders have clear visibility into program status, risks, and decisions.
  • Efficient Delivery: Delivery milestones are met with improved efficiency and quality.

Additional Requirements:

  • Tools & Practices: Familiarity with project management or Agile tools such as Confluence, Azure DevOps, and SharePoint.
  • Cross-Functional Collaboration: Experience in coordinating work across multiple teams and departments.
  • Technology Procurement: Exposure to technology procurement, RFP/RFI processes is a plus.
