Job Summary:
The Commonwealth of Pennsylvania is seeking a dynamic and experienced Program Manager to lead the Permitting, Licensing, and Certifications (PLC) initiative within the Commonwealth Office of Digital Experience (CODE PA). This position offers an exciting opportunity to work on complex digital services projects that directly impact the lives of Pennsylvania residents. The successful candidate will be responsible for overseeing the entire PLC program, ensuring the program is delivered on time, within scope, and within budget. The Program Manager will act as a strategic leader, ensuring alignment across teams, driving accountability, and effectively managing program governance and execution.
Key Responsibilities:
- Program Leadership & Accountability:
- Lead and own the end-to-end delivery of the PLC enterprise program.
- Define and implement the program's vision, structure, and execution strategy.
- Ensure alignment across all teams (product, project management, engineering, vendors, etc.).
- Establish governance, decision-making structures, and clear accountability at all levels.

- Experience:
- 8-10 years of program or portfolio management experience.
- Proven track record managing large-scale, multi-year, multi-million-dollar programs.
- Experience managing multiple concurrent workstreams and cross-functional teams.
