The College is seeking a Director of Fiscal Affairs / Controller to provide leadership and strategic direction for all fiscal operations. This high-level position plays a critical role in ensuring the financial integrity, accountability, and long-term sustainability of the College. The successful candidate will oversee budgeting, accounting, financial reporting, payroll, procurement, internal controls, audits, and compliance in accordance with federal, state, and State Board for Technical and Comprehensive Education (SBTCE) requirements.

Key Responsibilities:

Strategic Financial Leadership

  • Lead and oversee all fiscal operations, including accounting, accounts receivable, accounts payable, payroll, procurement, grants, and capital project accounting.
  • Provide strategic financial guidance to executive leadership and support institutional planning and decision-making.
  • Prepare and present financial reports and analyses to executive leadership, the Commission Finance Committee, and the Area Commission.
  • Serve as the primary liaison with auditors, state agencies, granting authorities, financial institutions, and external partners.

Budget Development and Financial Planning

  • Direct the College’s annual budget development process and consolidate departmental budgets.
  • Monitor budget performance, conduct variance analysis, and develop financial forecasts and budget revisions.
  • Advise leadership and cost center managers on fiscal management, resource allocation, and financial planning.
  • Provide training and guidance to managers on budget policies and procedures.

Accounting, Reporting, and Compliance

  • Ensure compliance with GAAP, including GASB and FASB standards, and all applicable federal, state, and SBTCE policies.
  • Oversee preparation of annual financial statements, state-required reports, and the Annual Financial Report.
  • Maintain and enforce College accounting policies, procedures, and internal controls.
  • Ensure accurate and timely processing of revenues, expenditures, and payroll.

Internal Controls, Audit, and Financial Risk Management

  • Design, implement, and monitor effective internal controls across all fiscal areas.
  • Coordinate independent audits and oversee responses to audit findings.
  • Conduct or direct internal reviews and reconciliations to promote compliance and financial risk mitigation.

Supervision and Organizational Leadership

  • Supervise, mentor, and evaluate fiscal affairs staff.
  • Promote professional development, cross-training, and continuity of operations.
  • Foster a culture of accountability, collaboration, and continuous improvement.

Systems and Process Improvement

  • Oversee effective use and optimization of financial and ERP systems.
  • Develop analytical tools, dashboards, and reports to support decision-making.
  • Lead initiatives to improve efficiency, service delivery, and internal customer satisfaction.

Minimum and Additional Requirements

  • Bachelor’s degree in accounting, finance, or a related field.
  • Progressive professional experience directing accounting or financial operations, including supervisory responsibility.

Preferred Qualifications

  • Certified Public Accountant (CPA) or comparable credential.
  • Experience in higher education, government, or the public sector.
  • Advanced knowledge of financial accounting, reporting, auditing, and internal controls.
  • Thorough understanding of GASB and FASB standards.
  • Strong leadership, analytical, and problem-solving abilities.
  • Excellent written and verbal communication skills.
  • Demonstrated experience with ERP systems and advanced financial reporting tools.
