Project Manager III – Electrical Projects

Location: Duluth, MN / Minneapolis, MN

Duration: 12-Month Contract

Work Model: Hybrid (In Office: Monday, Tuesday, Thursday | Remote: Wednesday, Friday)

Position Summary

The Project Manager III is responsible for providing overall leadership and oversight for the development, engineering, design, procurement, construction, commissioning, and closeout of small to mid-scale core electrical infrastructure projects. This role ensures projects are delivered safely, efficiently, on schedule, within budget, and in compliance with all regulatory and corporate requirements.

The successful candidate will serve as the primary point of accountability for project performance and stakeholder satisfaction while coordinating a multidisciplinary team of internal resources, consultants, contractors, and vendors. The position requires strong project management expertise, leadership capabilities, and technical knowledge of electrical facilities, pipeline infrastructure, and capital maintenance projects.

Key Responsibilities

Project Leadership & Execution

  • Lead all phases of project execution, including planning, engineering, procurement, construction, commissioning, and project closeout.
  • Maintain accountability for project scope, safety, quality, schedule, risk management, cost performance, and stakeholder satisfaction.
  • Ensure organizational goals and project objectives are effectively translated into project execution activities.
  • Monitor project performance and provide timely reporting to management and key stakeholders.
  • Manage project risks, issues, and changes while implementing mitigation and contingency strategies.

Engineering & Technical Coordination

  • Ensure project scope definitions comply with all regulatory, environmental, health, safety, and corporate requirements.
  • Provide technical and business guidance related to project documentation, approvals, and project execution activities.
  • Coordinate engineering consultants, contractors, vendors, and internal subject matter experts to resolve technical issues and maintain project momentum.
  • Oversee specification development, equipment selection, and material procurement activities.
  • Support front-end project development and planning activities in collaboration with Development Engineering teams.

Contract & Construction Management

  • Lead tendering activities, bid evaluations, contract negotiations, awards, and contract administration processes.
  • Provide field leadership and project support during construction, commissioning, startup, and project turnover activities.
  • Ensure contractor performance aligns with project objectives, safety expectations, and quality standards.
  • Monitor construction progress and proactively address schedule, cost, or technical challenges.

Stakeholder Management

  • Maintain regular communication with Project Sponsors to ensure alignment on project scope, progress, risks, and forecasted expenditures.
  • Facilitate collaboration among project teams, stakeholders, consultants, contractors, vendors, regulators, and other external partners.
  • Coordinate project communications involving Environment, Safety, Quality, Land, Legal, Supply Chain, and other support functions.
  • Develop productive working relationships with contractors and consultants while providing performance feedback and continuous improvement recommendations.

Leadership & Continuous Improvement

  • Lead initiatives that enhance project management, engineering, and execution processes.
  • Provide direction, coaching, and support to technical staff, consultants, and contractors.
  • Mentor less experienced project team members and promote professional development.
  • Ensure consistent project documentation, records management, and closeout procedures are completed in a timely manner.

Scope of Responsibility

  • Manage capital maintenance, electrical infrastructure, and pipeline-related projects ranging from small-scale initiatives to multi-million-dollar programs.
  • Coordinate complex project activities requiring significant planning, scheduling, and stakeholder engagement.
  • Represent the organization in interactions with consultants, contractors, regulators, partners, vendors, and the public.
  • Apply established project management methodologies, standards, and best practices to achieve successful project outcomes.
  • Provide leadership and direction to a small team of project resources and technical professionals.

Qualifications

Education

  • Degree or Diploma in Electrical Engineering, Project Management, Construction Management, Pipeline Engineering, or a related technical field.

Experience

  • Minimum 7 years of progressively responsible experience in engineering, construction, or project management.
  • Minimum 5 years of direct project management experience leading capital, electrical, utility, industrial, or infrastructure projects.
  • Experience managing multidisciplinary project teams and coordinating external engineering and construction resources.

Preferred Qualifications

  • Project Management Professional (PMP) certification.
  • Strong knowledge of PMI PMBOK principles and project management best practices.
  • Experience working on electrical facilities, utility infrastructure, pipeline systems, or capital maintenance projects.

Knowledge, Skills & Abilities

  • Strong understanding of project management methodologies, project controls, risk management, and contract administration.
  • Technical knowledge of pipeline and facility design, construction practices, and applicable industry codes and standards.
  • Familiarity with the Canadian Electrical Code (CEC) and National Electrical Code (NEC).
  • Excellent verbal and written communication skills with the ability to effectively engage technical and non-technical stakeholders.
  • Strong leadership, planning, organizational, negotiation, and decision-making capabilities.
  • Proven ability to identify issues, evaluate alternatives, develop solutions, and implement corrective actions.
  • Ability to manage multiple priorities while maintaining focus on project objectives and stakeholder expectations.
  • Demonstrated capability to lead change, influence outcomes, and drive project success.

Additional Requirements

  • Valid Class 5 Driver’s License with a safe driving record.
  • Ability to travel to project sites as required.
  • Ability to support field activities during construction and commissioning phases.
