Licensed Mental Health Clinician

Vacancy: Manchester Police Department

Duties

Under the direction of the Chief of Police and general supervision of the Community Policing Sergeant, the Licensed Mental Health Clinician is an integral part of the Manchester Police Department’s approach to providing community care. The Licensed Mental Health Clinician’s primary responsibilities are to assist the Department in providing compassionate intervention services to individuals in crisis, to provide assistance in the handling of critical incidents and/or traumatic events, to reduce the likelihood of repeat emergency calls for individuals by providing relevant case management services, to follow up with individuals and other agencies to ensure that people are receiving the appropriate care, and work with members of the Police Department to increase awareness about mental health and other relevant social determinants of health.

· Assists with response to and assessment of individuals who are in a psychiatric crisis as determined through a 911 call, officer request or as requested by leadership.

· Responds to referrals from other members of the Police Department for community members in need and provides relevant case management and intervention services to those individuals.

· Performs on-site evaluations to determine a safe resolution for individual(s) in crisis which may include issuing emergency commitments, referrals for additional intervention services, and/or clinical follow-up.

· Accompanies law enforcement to incidents that require clinical support and intervention.

· Provides referrals and follow up to other community resources as necessary and appropriate.

· Provides crisis intervention services to the community and community members as needed.

· Completes necessary department paperwork.

· Maintains relevant case management records, statistical and other data as required.

· Reviews relevant data and provides input to the Chief of Police and senior leadership related to social work incidents, mental health awareness, service gaps, community needs and other relevant information.

· Reviews Police Department records to identify community members in need of additional social services and makes necessary efforts to connect these individuals to relevant services.

· Regularly interacts with and makes referrals to community partners/services and other town departments such as the town’s Human Services Department.

· Regularly conducts and attends case conferencing and other collaborative meetings with service providers and community partners.

· Provides a variety of other mental health duties as assigned or as is deemed necessary and beneficial

· Demonstrated ability to establish and maintain effective working relationships with co-workers, supervisors, community members and community partners.

Physical And Mental Effort/Environmental and Working Conditions

· Must be mobile and able to perform moderately difficult manipulative skills. Able to perform tasks which require hand-eye coordination. Able to sit for prolonged periods of time.

· Must be able to see objects closely as in reading a report. Able to hear normal sounds with some background noise and able to communicate through human speech.

· Able to concentrate on fine detail with constant interruption. Needs to attend to task/function for more than 60 minutes at a time. Able to understand and relate to specific ideas, generally several at a time and able to understand and relate to the theories behind several related concepts. Able to remember multiple tasks/assignments given to self and other over long periods of time.

· Ability to get along with co-workers, supervisors, customers, and the public at large.

· Exposure to loud and unpleasant noises.

· Exposure to seasonal conditions in outside weather.

Minimum Training and Experience

· Master’s degree in social work (MSW), from an accredited college or university, in social work, counseling/clinical psychology, marriage and family therapy, or a related field, or Licensed Professional Counselor (LCP).

· Current Licensure as a Licensed Clinical Social Worker (LCSW) or Licensed Professional Counselor (LCP in the State of Connecticut.

· Three (3) to five (5) years of successful experience in Social Work, Mental Health, Counseling and/or related fields.

· Experience in criminal justice system preferred.

· Suitable experience may be substituted for educational attainment if deemed appropriate by the Town Manager or his designee.

· Must possess a valid Connecticut driver’s license.

· Bilingual preferred.
