The Town of Glastonbury is in need of the assistance of TEMPORARY BUILDING INSPECTORS to work through the end of our fiscal year. Duties and qualifications are to follow:

GENERAL DESCRIPTION:

Under general direction of the Director of Planning and Land Use Services, incumbent is responsible for leading the Building Inspection/Zoning Enforcement Division.  Oversees and participates in plan review and inspection of commercial, industrial, and residential properties for the purpose of securing and maintaining compliance with building codes, zoning-related ordinances, and accessibility laws. 

ESSENTIAL DUTIES:  

  1. Ensures a respectful and safe work environment for all by fostering a culture of mutual respect, accountability for ethical behavior and positive leadership, aligning policies, procedures and training with such values.  Sets high professional and customer service standards for staff and ensures accountability with those standards. 
  2. Supervises the daily activities of assigned staff; provides performance feedback both formally and informally. Ensures training on and enforces compliance with best practices for safe work practices, with attention to risk management and loss control.  Administers policies and procedures.
  3. Determines work procedures, prepares work schedules, and expedites workflow, evaluating and standardizing procedures to improve efficiency and effectiveness of operations.  Maintains records of building and inspection activity and completes related reports. 
  4. Reviews applications for building permits to ensure compliance with building and zoning ordinances.  Reviews plans to determine conformance with codes prior to issuance of building permits; coordinates with planning staff to help ensure the conformance of development proposals with zoning and land use requirements.  Coordinates Division activities with other divisions as needed.
  5. Conducts building inspections to determine compliance with codes, ordinances, and conditions of approval. Directs correction of deficiencies; issues cease and desist orders and pursues legal actions in the enforcement of codes and regulations.  Issues certificates of occupancy when codes, regulations and conditions of approval are satisfactorily met.
  6. Investigates zoning complaints to determine compliance with ordinances.  Directs correction of violations; issues cease and desist orders and pursues legal actions in the enforcement of codes and regulations.
  7. Investigates and resolves customer service issues.  Takes corrective action and maintains records of concerns and resolutions. 
  8. Serves as a technical resource to the Director of Planning and Land Use Services, Building Board of Appeals/Code Review Committee, Zoning Board of Appeals, and the Planning and Zoning Commission.  Confers with property owners, developers, contractors, engineers, and architects on related matters. 
  9. Recommends changes to codes, rules and regulations based upon identification of concerns, and special land use development issues.
  10. Assures effective and efficient use of budgeted funds and personnel; monitors revenues and expenditures and drafts annual Division budget.

OTHER DUTIES:

  1. Assists in employee selection.
  2. Performs other duties as required.

QUALIFICATIONS PROFILE:

  • Knowledge of
    • public administration principles and practices of a specialized work unit
    • building inspection and zoning enforcement principles and practices
    • the Connecticut Building Code  
    • building construction practices, materials and standards
    • building systems (i.e., plumbing, electrical, HVAC, etc.)
    • state traffic laws
  • Ability to
    • learn Glastonbury Building/Zone Regulations
    • use a variety of testing equipment to check systems
    • read plans and blueprints, technical guidelines and codes, and attend to details
    • communicate findings in writing, accurately, clearly and concisely
    • verbally explain technical information to lay persons in an understandable way   
  • Skilled in
  • interpersonal communication in order to establish and maintain effective working relationships
  • leadership in order to provide a respectful, equitable and ethical work environment
    • providing a high level of customer service while executing regulatory duties
    • supervision in order to provide guidance for staff and ensure accountability for performance

PHYSICAL/MENTAL REQUIREMENTS:

  • Physical exertion such as walking over rough or difficult terrain; recurring standing, stooping, climbing or walking; recurring lifting of moderately heavy items weighing approximately 25 pounds.  The work may require specific physical characteristics and abilities such as mobility, and dexterity.
  • The environment involves potential risk exposure to dangerous situations or unusual environmental stress that requires a range of safety and other precautions. 

MINIMUM TRAINING AND EXPERIENCE:

  • Associate’s degree in construction technology or a related field
  • Six (6) years of construction inspection experience, at least four (4) of which as aBuilding Inspector
  • Two (2) years of supervisory experience
  • An equivalent combination of education and qualifying experience will be considered on a year-for year basis

LICENSE OR CERTIFICATION:

  • Connecticut Building Code Enforcement Official License
  • Driver’s License
  • Certified Zoning Enforcement Official (CZEO) through the Connecticut Association of Zoning Enforcement Officials (CAZEO), desired
