Castle Rock Water is looking to grow its automation system over the next 7 years utilizing the SCADA Master Plan. We will be replacing old hardware with new Allen Bradley PLC’s and a FactoryTalk control system. This project will be following the PlantPax philosophy and is a great way to utilize your skills and keep up with future technology. 

Essential Duties & Responsibilities:

  • Install, maintain, calibrate, and troubleshoot a wide range of electronic and electromechanical instrumentation and control devices—including pressure, level, and flow transmitters; analytical instruments; and process sensors—to ensure proper functionality across plant and remote sites.
  • Diagnose and repair control system issues, instrumentation failures, and electrical problems at treatment plants, pump stations, PRVs, and lift stations.
  • Perform all tasks related to a preventative maintenance (PM) program for all instrumentation and control equipment, including documentation, scheduling, and performance tracking.
  • Oversee and validate calibration/testing procedures for analyzers and transmitters; conduct bench testing to ensure performance accuracy and repeatability.
  • Maintain and enforce maintenance standards, calibration schedules, and repair protocols following industry best practices and regulatory compliance.
  • Provide service in troubleshooting, maintaining, programming, and optimizing the SCADA, PLC, HMI, and Radio communication systems.
  • Collaborate effectively with plant operators, mechanics, engineers, and supervisors to address SCADA-related issues and ensure system performance.
  • Document system updates, including PLC edits, calibration logs, and configuration changes.
  • Perform programming and configuration of field devices using computer-based software to ensure optimal functionality.
  • Support the repair and maintenance of radio communication equipment and associated networks.
  • Perform and record operational calculations and measurements related to plant performance.
  • Perform electrical equipment installations, wiring, and troubleshooting as needed.
  • Supports the administration of access control systems that integrate with water utility infrastructure for operational and security purposes.
  • Assists with regulatory compliance and documentation related to SCADA, telemetry, water quality instrumentation, and communication systems.
  • Participates in a 24/7 on-call rotation and responds to after-hours emergencies to support system continuity and rapid issue resolution.
  • Assist with snow removal duties at Castle Rock Water facilities using manual tools (e.g., shovel), as necessary.
  • Perform other related duties as assigned.

 

Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

SCADA Instrumentation and Controls Engineer I Generally, a High School diploma or GED equivalent; an Associate’s degree in instrumentation, electronics, or a controls-related field is preferred. At least two (2) years of relevant experience in instrumentation, industrial control systems, or electronic equipment repair within water/wastewater utilities; or upon successful completion of the Town’s approved career progression program; or an equivalent combination. A valid Driver’s License is required.

SCADA Instrumentation and Controls Engineer IIGenerally, a High School diploma or GED equivalent; an Associate’s Degree in instrumentation, electronics, or a controls-related field is preferred. At least four (4) years of relevant experience in instrumentation, industrial control systems, or electronic equipment repair within water/wastewater utilities, or successful completion of the Town’s approved career progression program; or an equivalent combination. ISA Certified Controls Systems Technician Level 1 (CCST L1) is preferred. Ignition Basic Certification, CISCO Network certifications and Rockwell Automation or Emerson-certified training credentials is preferred. A valid Driver’s License is required.

SCADA Instrumentation and Controls Engineer III: Generally, a Bachelor’s Degree in Engineering, Computer Science Information Technology, or in a closely related field is required. At least six (6) years of relevant, hands-on experience in instrumentation and controls engineering, SCADA technology, or industrial automation within water/wastewater utilities; or successful completion of the Town’s approved career progression program; or an equivalent combination. ISA Certified Controls Systems Technician Level 2 (CCST L2) is preferred. Ignition Basic Certification, CISCO Network certifications and Rockwell Automation or Emerson-certified training credentials is preferred. A valid Driver’s License is required.

SCADA Instrumentation and Controls Engineer IV:  Generally, a Bachelor’s Degree in Engineering, Computer Science, Information Technology, or in a closely related field is required. A Professional Engineer (PE) in a relevant field is preferred. At least eight (8) years of progressively responsible experience in SCADA, instrumentation and control systems within water/wastewater utilities; or successful completion of the Town’s approved career progression program; or an equivalent combination. ISA Certified Control Systems Technician Level 3 (CCST L3) is preferred. Ignition Basic Certification, CISCO Network certifications and Rockwell Automation or Emerson-certified training credentials is preferred. A valid Driver’s License is required.

Knowledge, Skills, and Abilities:

  • Knowledge of electrical theory, digital/analog circuits, and control system hardware/software design.
  • Knowledge of SCADA networks, PLC/HMI development, and cybersecurity protocols.
  • Experience with Allen-Bradley and Bristol Babcock/Emerson PLCs and RTUs.
  • Experience with Variable Frequency Drives (VFDs), including exposure to configuring and troubleshooting various models such as Allen-Bradley PowerFlex, Schneider, etc.
  • Skilled in the use of diagnostic tools and calibration devices (e.g., HART communicator, milliamp clamp, multimeters, and 4–20 mA sourcing tools).
  • Understanding of industrial communication protocols, including Ethernet/IP, serial, and wireless telemetry systems (e.g., CIP, MQTT, Modbus).
  • Proficient in diagnosing and troubleshooting instrumentation, automation, and network systems.
  • Ability to read, interpret, and edit complex engineering drawings (P&IDs, schematics, and network diagrams).
  • Thorough understanding of NFPA 70E electrical safety standards and industry best practices for safely operating and working on or near high-voltage equipment.
  • Strong leadership, training, and mentoring skills; able to delegate tasks effectively and foster team growth.
  • Clear and professional communication skills—both verbal and written.
  • Ability to work independently, manage multiple priorities, and make informed decisions under pressure.

 

Physical Demands:

  • May include exertion of moderate physical effort to include lifting, carrying, pushing and/or pulling of objects and materials up to 60 pounds
  • Frequent performance of activities requiring a full range of body movement including climbing, balancing, stooping, kneeling/bending, crouching, crawling, and/or twisting  
  • Frequent hand/eye coordination to operate tools and electrical equipment as well as for driving equipment and vehicles
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens

Work Environment:

  • Ability to drive to and physically access Town facilities 
  • Some duties may be performed in potentially any weather and environmental conditions
  • Ability to safely work with and in close proximity to high voltage electrical equipment

Equipment Used:

  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
