Job Description:
This position is a dual function position as described below.
Telecommunications Specialist:
The Barnstable Police Department serves as the primary communications center in the Town. All 911 emergency calls for police, fire, or emergency medical are directed to the police department. Telecommunications Specialist transmits requests for service to the appropriate agencies (police, fire, and/or emergency medical) following established procedures and employing good judgment. Perform Emergency Medical Dispatch when appropriate. Also answers all non-emergency/business calls. The Telecommunications Specialist typically acts as both call taker and dispatcher, answering telephone calls and sending response personnel to the scene. Prioritizes calls for service according to urgency and importance. Also monitors the activity of public safety personnel responding.
Jail Assistant:
Assists and monitors all prisoners who are held for any length of time in the holding facility of the Police Station. If the life of an individual in custody is threatened in any way, the Jail Assistant is responsible for acting immediately to attempt to remove the threat and/or seek assistance.
Additionally, the Telecommunications Specialist/Jail Assistant must serve as a department receptionist to assist visitors to the police department.
Minimum Qualifications:
High school diploma or equivalent; must be at least 18 years of age. Experience in a position involving extensive work with the public (customer service, etc) or any equivalent combination of education and experience. Moderate experience and familiarity with computers is preferred. Deviations from requisite experience are at the discretion of the Chief of Police in keeping with the rules and regulations of the State of Massachusetts Department of Criminal Justice Information Services, which provides that use of the State of Massachusetts CJIS system will be under the management control of the Chief of Police who has the authority to set and enforce standards for the selection, supervision, and termination of personnel.
Must be able to work all shifts.
Must be able to successfully pass a fingerprint-based criminal records check, background investigation, psychological screening, physical, and drug screening prior to hire. Position may be subject to random drug testing.
Must be able to adhere to the policies and procedures of the police department and complete duties as directed. Must be able to adhere to the personal and professional standards set forth in the Civilian Code of Ethics; be trustworthy and respectful of the police department and officers.
CPR, AED, and First Aid trained or have the ability to become trained. Commonwealth of Massachusetts 911 Telecommunicator certified, CJIS certified, EMD certified, and suicide prevention trained; otherwise must become certified/trained in these areas within six months of hire.
Additional Qualifications:
Once trained must have thorough knowledge of all departmental functions and personnel relative to emergency situations. Working knowledge of the layout of the town, location of streets, building, parks, beaches, ponds, lakes, housing developments, shopping centers, and other significant areas of the community. Familiarity with related rules, regulations, orders, directive, policies and procedures. Knowledge of information dissemination restrictions, especially as related to law enforcement sensitive information and public record.
Ability to learn communication system techniques. Ability to work alone and handle numerous situations calmly, promptly, and efficiently while under extreme pressure. Ability to problem solve. Ability to properly manage confidential and sensitive information, and maintain confidentiality.
Skill in typing, computers, and record keeping.
