Job Description
This role involves overseeing the planning, implementation, and supervision of all Public Works Highway Division programs and activities. Key responsibilities include developing and monitoring budgets, supervising subordinate staff, evaluating department operations, policies, and procedures.
The position works under the supervision of the Public Works Director and exercises supervision over the Highway crew, parks employees, and a secretary. The job also involves overseeing private contractors employed by the Town for maintenance work.
Key Responsibilities:
- Plans, schedules, and implements Public Work construction and maintenance operations within fiscal guidelines.
- Handles scheduling of winter call duty.
- Prepares payroll for submittal to the Public Works Director.
- Ccoordinates the Highway division's drug and alcohol testing program.
- Handles personnel issues in coordination with the Public Works Director.
- Assists in the training of lower-level employees performing duties related to maintenance, construction, and repair of street and storm drainage facilities.
- Inspects and/or repairs streets, drainage systems, and storm sewer systems at frequent intervals to ensure proper functioning.
- Schedules and coordinates routine maintenance of public ways, sidewalks, and storm drain systems.
- Maintains records relating to inspections, maintenance activity, repairs, etc.
- Responds to complaints and service requests regarding potholes, flooding, right-of-way problems, signals, streetlights, or related issues.
- Plays a key role in planning, budgeting, scheduling, and executing regular maintenance and improvement projects for the Town's parks, athletic fields, cemeteries, and municipal building.
- Prepares equipment specifications, solicits bids, recommends purchase selection, and oversees equipment purchases.
- Hires and supervises contractors for cleaning the Town's comfort stations and the Town Garage.
- Attends committee meetings such as Parks and Recreation, Parking and Traffic, Conservation Commission, and keeps the Public Works Director informed of these committees' activities.
- Coordinates with the Harbor Master on the removal and replacement of Town floats.
- Implements the Town's tree maintenance program.
- Prepares warrants for submittal to the Public Works Director.
- Maintains control of relevant budget items and prepares pre-budget information for submission to the Public Works Director.
- Ensures proper maintenance of equipment and tools.
- Performs routine inspections on equipment and oversees the repair of any City vehicle or equipment assigned to the Public Works Department.
- Interacts with Federal and State officials and has frequent contact with Town residents.
- Performs all duties in conformance to appropriate safety standards.
