Titan America has an immediate and exciting opportunity for a Manager, Digital & IT PMO position!
Position Summary
The Manager, Digital & IT PMO is responsible for portfolio management, project governance, and delivery practices across the Digital & Information Technology organization.
Initially, this is a hands-on individual-contributor role with no direct reports. The Manager will create portfolio visibility, facilitate prioritization and governance, improve project execution, and directly support selected high-priority initiatives. As business needs evolve, the role may build and lead a broader PMO capability.

Key Responsibilities
Portfolio Management
- Maintain a consolidated portfolio of active, planned, and proposed Digital & IT initiatives.
- Evolve practical processes for project intake, evaluation, prioritization, and approval.
- Evaluate initiatives based on strategic alignment, business value, risk, cost, resource requirements, and readiness.
- Identify capacity constraints, competing priorities, dependencies, and decisions requiring leadership attention.
- Support annual planning, budgeting, forecasting, and Digital & IT roadmap development.
Project Governance and Delivery
- Evolve and refine a scalable governance framework based on project size, complexity, cost, and risk.
- Ensure practical standards for project scope, sponsorship, schedules, budgets, risks, testing, change management, and operational readiness.
- Conduct project health reviews and identify delivery risks early.
- Help project owners develop corrective actions and recovery plans.
- Ensure significant changes to scope, schedule, budget, or risk are appropriately evaluated and approved.
- Promote effective project closure, operational handoff, lessons learned, and benefit tracking.
Hands-On Project Support
- Directly manage or coordinate selected strategic, cross-functional, or high-risk initiatives.
- Support Digital & IT leaders who manage projects alongside their operational responsibilities.
- Develop project plans, status reports, risk registers, decision logs, and executive communications.
- Facilitate steering committees, project reviews, and issue-resolution sessions.
- Coordinate work across business teams, technology resources, vendors, consultants, and implementation partners.
Governance and Reporting
- Facilitate Digital & IT portfolio and project governance meetings.
- Clarify decision rights, approval authorities, sponsorship expectations, and escalation paths.
- Develop concise reporting on portfolio health, milestones, financial performance, resource needs, risks, and dependencies.
- Maintain records of significant decisions, approvals, exceptions, and action items.
- Integrate Finance, Procurement, Information Security, architecture, SOX, and operational requirements into project governance.
Capability Development
- Introduce and evolve fit-for-purpose project management tools, templates, and working practices.
- Ensure consistent project-management discipline without creating unnecessary bureaucracy.
- Identify recurring delivery challenges and recommend process improvements.
- Assess the future need for project managers, analysts, contractors, or other PMO resources.
- Develop the roadmap and business case for expanding the function as portfolio demands grow.
Qualifications
Required
- Bachelor’s degree in Information Technology, Engineering, or a related field.
- Eight or more years of experience in project, program, portfolio, technology, or business transformation management.
- Experience establishing or improving PMO, portfolio, governance, or project-delivery capabilities.
- Demonstrated success managing complex technology or transformation initiatives.
- Ability to work independently and build structure in an evolving organization.
- Experience with project planning, budgeting, forecasting, risk management, and executive reporting.
- Strong facilitation, communication, organization, and stakeholder-management skills.
- Ability to influence business and technology leaders without formal authority.
- Ability to balance portfolio-level oversight with hands-on project execution.
Preferred
- PMP or a comparable project, program, or portfolio management certification.
- Experience in a lean, publicly traded, or regulated organization.
- Familiarity with SOX, IT controls, internal audit, and system implementation controls.
- Experience with SAP or other enterprise ERP platforms.
- Experience with digital transformation, cybersecurity, cloud, analytics, infrastructure, or industrial technology projects.
- Experience in manufacturing, building materials, logistics, mining, or another asset-intensive industry.
