The Court offers a competitive compensation package. 

 

Candidates that are hired with less than one (1) year of experience in this title will begin at $133,778.00.  Upon completion of one (1) year in the title and successful completion of the probationary period, the employee will receive a salary increase to $162,062.00.

Summary:
Under the general supervision of the Chief Information Officer (CIO), directs activities of technical personnel required to design, develop and maintain Court systems, using project management skills to achieve the most effective and efficient performance possible to achieve departmental goals. Participates in the professional development of technical personnel and assists in the development of departmental goals and priorities. Directs the daily operations of subordinate supervisors and managers by monitoring, assigning, reviewing, approving and evaluating the work of personnel involved in all Court management information operations.  Performs supervisory tasks; reviews and approves overall plans; measures progress and is accountable for results.  Ensures compliance with Court and departmental policies and procedures.  Employees in this title are expected to maintain a professional appearance and demeanor.

This is an at-will position serving at the pleasure of the Court which may unilaterally exercise the power to terminate your employment at any time, with or without cause. 

 

Essential Functions:
•    Plans and coordinates IT development activities using customer business requirements, established priorities and Court and department strategic directions as a guide to setting priorities.  Schedules periodic reviews with functional management to ensure development is consistent with user approved statement of work and current department priorities.
•    Manages the development of new systems and enhancements to existing systems using a systems development methodology involving users at every phase of the development cycle including periodic development reviews and development prototypes.
•    Participates with the management and direction of IT programs, policies and services that support Court operations.  
•    In the CIO’s absence, assumes responsibility for department operations.
•    Participates in the development and maintenance of IT standards and procedures and enforces adherence to those standards and procedures through scheduled development user and technical reviews conducted during the development cycle and informal reviews with developers.
•    Participates in career development of staff by providing feedback on quality, quantity, and timeliness of work performed, providing assistance and/or discipline, and recommending professional training through annual employee performance appraisals and project-oriented personnel appraisals for both employee and contract personnel.
•    Directs, reviews and evaluates performance of assigned personnel by developing and updating operational manuals, identifying and assigning work tasks and goals, communicating work performance expectations, establishing professional development plans, implementing corrective action plans, approving time, conducting periodic performance reviews, acknowledging accomplishments, providing assistance and issuing discipline.
•    Hears, investigates and responds to employee complaints and union grievances.
•    Meets with Information Technology customers on a regular basis to ensure that existing systems are satisfying the Court’s business requirements.
•    Fosters a team environment within Information Technology by communicating and reviewing plans with project members and including project members in user meetings. 
•    Participates in the creation of job descriptions, examinations, and recruitments. 
•    Initiates and negotiates services agreements
•    Performs other duties as assigned.

 

Qualifications, Licenses and Certifications:
•    Bachelor’s degree in Computer Science, Information Technology, Information Management Systems, Project Management or related field.  Master’s degree and public sector experience preferred.
•    Five (5) years of increasingly responsible experience in management.
•    Five (5) years of increasingly responsible experience in information systems and technology management.
•    Must possess and maintain a valid Michigan driver’s license, no fault insurance and access to a vehicle to use in the performance of assigned duties.
•    Experience using MS Office Suite and relevant software and systems.
•    Experience commensurate with the job that demonstrates the required skills and competencies may be considered in lieu of education requirement(s).

 

Knowledge, Skills, and Abilities:
•    Strong business acumen and a solid foundation in information technology, including change management and project management experience.
•    Knowledge of software applications, networking and data management strategies.
•    Ability to apply innovative thinking in conjunction with technical understanding of emerging technologies to address needs relative to providing services to the Court.
•    Effective verbal, written and interpersonal communication skills; public speaking and meeting management skills.
•    Ability to review and modify business processes to meet the ever changing needs of a complex and dynamic environment.
•    Demonstrated ability to produce reports and papers on policies, advocating appropriate initiates to various Court entities, partners and related organizations.
•    Knowledge and experience in the principles and practices of systems analysis, computer programming, computer operations and a wide variety of electronic data processing equipment, IT hardware, software applications, management and administration.
•    Ability to identify and evaluate needs and develop and implement policies, procedures and programs.
•    Ability to communicate effectively to all stakeholders. 
•    Ability to remain calm and use good judgment in difficult situations.
•    Ability to establish and maintain effective working relationships with coworkers, employees, officials and external contacts.
•    Ability to simultaneously coordinate multiple projects and complex tasks while meeting deadlines.
•    Excellent written communication skills for preparing reports and recommendations.
•    Skill in managing one’s own time and the time of others, as well as the ability to meet deadlines.
•    Skill in training, counseling employees and interacting tactfully.
•    Thorough knowledge of Court processes and procedures
•    Proven ability to exercise sound judgment and maintain confidentiality.
•    Ability to work with a diverse population.

 

Additional Requirements:
•    Successful completion of criminal and IV-D background check, fingerprinting and rechecks.
•    Applicants must be legally authorized to work in the U.S.

Physical Requirements:
•    Must be able to lift 25 lbs.

Grant funded positions are contingent on availability of grant funding and may be terminated should funding substantially reduce or cease. The affected employee may be considered as a candidate for other vacant positions within the Court for which they are qualified.
