Purpose of Position

Oversee external audit firms in all phases of royalty audits and compliance, including planning, execution, reporting, and follow up while managing additional projects with limited supervision. This position is responsible for ensuring the accuracy and integrity of oil and gas production and royalty data submitted by operators on University Lands. This role plays a critical part in safeguarding the financial interests of the Permanent University Fund (PUF) by auditing reported volumes, validating royalty payments, and ensuring compliance with lease agreements, Board for Lease Rules and the Texas Education Code. The selected candidate will be responsible for evaluating revenue enhancement opportunities and performing analytical assignments as needed including but not limited to commodity prices, modeling purchase agreement settlement terms, revenue forecast and implementing the go forward royalty valuation resulting from royalty settlement agreements.

Essential Functions

  • Lead royalty audits with external counterparties, conducting research to obtain background information, identify risks during planning and fieldwork.
  • Develop audit objectives, scope, and work programs, working directly with the representatives of the audit firm.
  • Identifies appropriate operator contacts, prepares meeting agendas and related questions, demonstrates effective listening skills to gather information, and provides focused and reliable information to team members.
  • Direct audit teams, facilitate settlement negotiations and coordinate with cross functional teams both within the organization and with external stakeholders.
  • Set deadlines for assigned tasks and monitors own time to meet project deadlines. Timely communicates status to team. Provides clear direction to all team members on their assignments, encourages input from all team members, and provides evaluative feedback to team members in a timely manner.
  • Analyze production and royalty reporting for discrepancies and anomalies regarding volumes, values and pricing. This includes a detailed review of operator run statements, percent of proceeds statements, purchaser contracts, and production reports to ensure compliance with University Lands’ lease agreements, Board for Lease Rules, and the Texas Education Code.
  • Work with University Lands’ Oil & Gas Analysts and operators to ensure reporting issues are corrected.
  • Performs fieldwork activities and conducts operator interviews and other interactions independently.
  • Documents work performed, prepare workpapers and other communications in a clear, concise, organized, and accurate manner. Arrives at supportable conclusions based on sufficient evidence documented in the working papers.
  • Utilize expertise in oil and gas valuation to model sales transactions, contribute to forecasting oil, gas, and NGL prices, and analyze potential transactions.
  • Work closely with University Lands’ Accounting and IT departments to propose improvements to the production reporting system, ensuring accurate royalty reporting.
  • Oversee proposed upload portal for documents and AI built database of settlement statement data.
  • Track oil and gas market trends and pricing factors
  • Lead special projects, effectively prioritize tasks, and consistently meet project deadlines.
  • Research and evaluate revenue enhancement opportunities as directed.
  • Proactively collaborate with operators to ensure compliance with University Lands’ rules and regulations.
  • Other duties as assigned.

Knowledge, Skills & Abilities

  • Proficient with standard concepts, procedures, protocols, and methodologies within the oil and gas audit field.
  • Comprehensive expertise in oil and gas marketing agreements and settlements processes, including contract structure and commodity pricing.
  • Excellent interpersonal and communication skills, both written and oral.
  • Self-motivated with exceptional time and project management skills.
  • Ability to apply analytical and interpretive skills to problem solving.
  • Strong report writing experience, attention to detail, and organizational skills.
  • Proficiency with Microsoft Office suite and Power BI.

Required Qualifications

  • Bachelor's degree in accounting, finance, management, business administration, engineering, economics or related field.
  • Minimum of ten years of related experience in oil and gas.
  • Demonstrated leadership in managing internal teams or overseeing external counterparties including operators, auditors or customers

Preferred Qualifications

  • Certified Internal Auditor (CIA), Certified Public Accountant (CPA) or master’s degree
  • Oil and gas audit experience
  • Demonstrated expertise in financial modeling for project profitability and in negotiating contractual obligations within the oil and gas sector

Working Conditions

  • May work around standard office conditions.

Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.

A background check will be conducted on candidates under final consideration.
