Purpose of Position
Assists the Assistant Director of Police in guiding and supervising all aspects of the law enforcement technology functions of ODOP. Coordinates, implements, and maintains law enforcement systems at the institutional and system level.

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.

Purpose of Position

Essential Functions
- Functional Strategy Formation: Coordinates the development and implementation of law enforcement technology systems strategy for ODOP, anticipating complex issues, challenges, and opportunities and ensuring integration with wider functional strategy.
- Leadership and Direction: Ensures coordination between all relevant groups and stakeholders.
- Policy Development and Implementation: Develops functional or operational policies and helps develop policy frameworks for area of responsibility or department. Take responsibility for creating underlying procedures and monitoring their implementation.
- Policies and Procedures Development: Develops policies, procedures, and related guidelines for an important area of responsibility within a function, ensuring compliance with external requirements, internal training, and integration with the broader functional policy framework.
- Improvement/Innovation: Initiates, formulates, and implements new business practices within a specific discipline while managing the development and/or delivery of a significant element of the organization's change management program.
- Stakeholder Engagement: Identifies and manages stakeholders up to and including management level, finding out their needs, issues, and concerns and reacting to them by leading and coordinating the development of stakeholder engagement plans to support the communication of business information and decisions.
- Performance Management: Provides guidance and mentorship on needs assessments, project planning, and program management specific to law enforcement technology. Manages and reports on performance within the department or area of responsibility; sets appropriate performance objectives for direct reports and holds individuals accountable for achieving them; takes appropriate corrective action where necessary to ensure the achievement of annual business objectives.
- Organizational Capability Building: Evaluates the capabilities of staff within the department to identify gaps and prioritize development activities. Implements the organization's formal development frameworks.
- Police: Performs all peace officer duties as required.

- Manages Complexity: Makes sense of complex, high quantity, and sometimes contradictory information to effectively solve problems.

- Communicates Effectively: Develops and delivers communications that convey a clear understanding of the unique needs of different audiences. Demonstrates a deep interest in others' comments. Creates rich documents and reports.
- Optimizes Work Processes: Knows the most effective and efficient processes to get things done, with a focus on continuous improvement. Swiftly resolves process breakdowns; takes steps to ensure that problems do not recur.
- Bachelor’s degree from an accredited institution of higher education and ten (10) years of full-time, continuous service as a commissioned peace officer, OR
- An equivalent combination of education, supervisory or command experience, and command or executive level police leadership training or certifications may substitute for the degree requirement.
- 40 hours of recognized leadership training = 3 semester credit hours
- 2 years of supervisory/command experience = 1 year of college coursework
- Substitutions may be applied up to the level of the required degree.
- Active TCOLE Peace Officer License or ability to obtain in 90 days.
- Texas Commission on Law Enforcement (TCOLE) Intermediate Certificate.
- Experience in maintaining, testing, and deployment of law enforcement technology.
- Must possess a valid driver’s license not subject to suspension and must be eligible to drive without limitation a motor vehicle owned or leased by The University of Texas System.

- Prior supervisory or leadership experience in a law enforcement setting
- Master’s degree
- TCOLE Advanced Certificate or higher
- Driving of UT owned vehicle required
