Department of Public Administration

The Department of Public Administration in the College for Health, Community and Policy at the University of Texas at San Antonio (UT San Antonio) consists of 15 tenure/tenure track and fixed-term tenure track faculty members and offers an undergraduate degree in public administration and policy, a graduate degree in public administration, and several minors and certificates in topics like nonprofit administration and data analysis.

Salary Range: $4,000 per course, commensurate with education, experience, and qualifications

Job Type: Part-Time, Fixed-Term Track

Position Summary

The new part-time lecturers for the Department of Public Administration, HCAP, will teach the courses listed below from September 1, 2026 - January 12, 2027:

  • PAD 2013: Introduction to Public Policy The course introduces students to the different aspects of public policy in the U.S. political context. Topics may include agenda setting, policy formulation, implementation, analysis, and evaluation.
  • PAD 3063: Public Sector Economics This course examines the role that government plays in the economy and its effects on the welfare of its citizens. The efficiency and equity of government expenditures and tax policies are examined by looking at their impact on individual behavior and the distribution of income. Among the topics covered are public goods, externalities, social security, health care reform, public assistance programs, and taxation.
  • PAD 3163: Quantitative Analysis for Public Administration and Policy This course will introduce students to the nature and practice of evaluation in the public and nonprofit sectors, and to the basic skills necessary to understand and conduct such evaluations. This course covers collecting, organizing, analyzing, and presenting information.
  • PAD 4973: Data Informed Decision-Making This course will cover the fundamentals of using data for decision-making in public service. Students will learn about how various statistical trends (e.g. demographic, economic, environmental, climatological) inform local, regional and national policy discussions. As part of the course, students will learn to conduct data gathering and analysis as well as how to present data to inform decision-makers and public audiences.
  • PAD 5913: Foundations of Nonprofits This introductory overview course examines the history, theoretical and legal foundations, unique values, and major trends currently shaping the nonprofit sector. The intention is to help students develop a 'cognitive map' of the nonprofit sector that helps them to understand how to foster sustainable organizations given their political roles, various challenges and unique contribution to governance and service delivery in the United States.
  • PAD 5953: Grant Development and Proposal Writing Provides preparation for public managers to develop effective grant proposals. Examines important trends in philanthropy, specifically outcome measurement and program evaluation. Other topics include: creating partnership proposals, identifying possible funding sources, program design, and effective writing for grants.
  • PAD 6973: Special Topics: Public Participation and Community Engagement An organized course offering the opportunity for specialized study not usually available as part of the regular course offerings.

Qualifications

  • Master’s Level: The qualifications to be considered as an adjunct lecturer in the MPA program are a doctorate degree in public administration (or related field of study) or a master's degree in public administration with a strong record of professional work experience relevant to the course's specific subject matter.
  • Undergraduate Level: The qualifications to be considered as an adjunct lecturer in the BPAP program are a master's degree in public administration or a closely related field of study.
  • This position requires the ability to maintain the security and integrity of UT San Antonio and its infrastructure.

Preferred Qualifications

  • Teaching and/or work experience relevant to the course's specific subject matter is desirable.
