CONSERVATION SPECIALIST

The State of New Hampshire, Department of Military Affairs and Veterans Services has a full-time vacancy for Conservation Specialist.

Summary:

Performs technical duties for the Department of Military Affairs and Veterans Services (DMAVS) in support of the New Hampshire Army National Guard (NHARNG) Environmental Programs. Researches, analyzes and evaluates the impacts of federal actions, proposed projects and military training within environmental program areas of responsibility.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/Experience: Bachelor's degree OR equivalent combination of 4 years of education and experience after completion of high school. Education and experience must be in environmental science, environmental studies, environmental conservation, natural resources, biology, botany, wildlife, forestry, hydrology, or a related field.

License/Certification: Valid driver’s license

Other Requirements:

1. Must pass a State Police records check

2. Must be able to travel statewide

3. Must be able to walk and climb over rough terrain and to occasionally perform in certain field conditions that include a risk of minor injuries and/or exposure to toxic chemicals

1. Knowledge of local, state and federal laws and regulations in the environmental field

2. Knowledge of Wildland Fire programs, controlled burns, and training as a prescribed fire Burn Boss

AFTER-HIRE REQUIREMENTS: Must pass a National Agency Check (NAC) to obtain a Common Access Card (CAC) used in the performance of assigned work duties within 12 months of hire and be eligible for renewal as a condition of employment

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. Responsibilities:

Monitors agency facilities and coordinates with local, state and federal agencies to assess and ensure compliance with applicable environmental laws and regulations for multiple environmental media programs. Coordinates with NHARNG personnel to maintain compliance. Investigates, develops and implements corrective actions and compliance plans.

Plans, coordinates and implements a natural resource management program. Develops and implements an Integrated Natural Resource Management Plan (INRMP) for the NH National Guard Training site and other sites in accordance with the Sikes Act, Department of Defense, and Department of the Army and National Guard Bureau guidance.

Plans, implements and coordinates an endangered species program. Plans and implements short and long-term studies of rare, threatened and endangered species (T&E) on DMAVS and NHARNG lands. Develops mitigation measures to minimize impacts. Consults with the US Fish and Wildlife Service, NH Fish and Game Department and the Department of Natural and Cultural Resources on proposed actions, potential impacts and permits.

Plans, manages and coordinates a pest management program. Maintains and implements the NHARNG Integrated Pest Management Plan. Performs quality assurance and quality control of pest management activities.

Plans, develops and utilizes data in an environmental Geographic Information System (GIS) in support of environmental conservation and compliance programs. Plans and conducts site visits to collect environmental data utilizing a global positioning system (GPS) receiver. Ensures GIS data meets National Guard Bureau and other federal and state data standards.

Plans, implements and coordinates Wetlands and Shoreland Water Quality Protection Act programs. Plans and coordinates wetland surveys and studies on DMAVS and NHARNG lands. Reviews wetland and shoreland protection permit applications and compliance with permit conditions. Develops mitigation measures and corrective actions to minimize impacts.

Evaluates need for wildland fire management activities by coordinating surveys and maintaining GIS data. Develops and recommends wildland fire management activities to support natural resource and threatened and endangered species management. Implements wildland fire management program activities including conducting prescribed burning in accordance with DMAVS and NHARNG Wildland Fire Management Plan.

Performs as alternate subject matter expert and program manager for other environmental management programs as needed to possibly include water resources, cultural resources, wildland fire, flood plains and the National Environmental Policy Act (NEPA).
