SCOPE OF WORK: Under supervisory oversight, assists in the operationalization of the Office of Human Services (OHS) State Registry of founded reports to assure that the information in the Registry is accurate and meets regulatory requirements and information requests from employers regarding potential employees are managed efficiently and accurately. Under supervisory oversight, receives and assesses complex reports and inquiries of suspected abuse, neglect, self-neglect, exploitation of a vulnerable adult, or perpetrator based abuse under the NH Protective Services to Adult Law, RSA 161-F:42. Assesses for imminent danger, gathering case information and collaborating with law enforcement, courts, and other relevant entities.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
APSW I
MINIMUM QUALIFICATIONS:
Education: Master’s degree from an accredited college or university with major study in social work, sociology, psychology, human services, education or related behavioral science field.
Experience: One year of work experience in social work, human services, counseling, professional case management, education or related experience.
OR
Education: Bachelor's degree from an accredited college or university with major study in social work, sociology, psychology, human services, education or related behavioral science field.
Experience: Two years of work experience in social work, human services, counseling, professional case management, education or related experience.
License/Certification: Valid New Hampshire driver's license and/or have access to transportation for statewide travel.
SPECIAL REQUIREMENTS:
For appointment consideration, APSW I applicants:
1. Must successfully complete thirty (30) hours of DHHS sponsored and/or approved continuing education/training in the first twelve (12) months of employment.
2. Must be able to travel to District Offices and/or other work locations up to 50 miles away from the assigned work location for temporary assignment or reassignment to ensure continuity of service to clients.
3. Must attend mandatory job training as assigned.
4. Must be able to tele-work from home or other sites as assigned.
5. Must be able to work overtime or non-traditional hours as assigned to meets the needs of clients.
For promotion from APSW I to APSW II employees:
1. Must have completed one year of employment as an APSW I.
2. Must have completed all training requirements for the APSW I.
3. Must be up-to-date with all case records.
4. Must receive a satisfactory performance evaluation and be free of disciplinary action for one (1) year immediately prior to promotion.
5. Must receive a performance based recommendation for promotion to the level of APSW II by the immediate Supervisor and approved by the APS Administrator or designee.

State Registry Duties:

Conducts a search of the BEAS State Registry to determine whether the person is on the registry. Keeps an excel spreadsheet of all requests and the outcome of the request. If a person is found to be on the registry, notifies the BEAS State Registry Supervisor.
- Maintains all correspondence, documents, reports, and other case files in accordance with the applicable program rules and policies in RSA 161-F:49.
- Completes all data entry requirements for the State Registry accurately and within timeframes.
- Receives requests for information regarding the operation of the State Registry from state agencies and the general public. Consults with DHHS legal staff and then responds to these requests accordingly.
- Participates in training provided for State registry and Adult Protective Services (APS) staff to ensure consistent and accurate compliance with RSA 161-F:49.
Back-up Support Duties for Central Intake:
- Receives and documents reports of alleged adult abuse, self-neglect and/or perpetrator based abuse, neglect, and exploitation for necessary investigation, utilizing basic knowledge of the principles of investigation and assessment.
- Performs basic clinical interviews with the alleged victim, alleged perpetrator and collateral contacts to gather information regarding the victim’s situation and the allegations of self-neglect or adult abuse. Analyzes and interprets highly complex data, policies, laws, individual and family dynamics, and forensic procedures to make a determination whether potential abuse, neglect, or incapacitation exists, and to develop comprehensive Intake Reports.
- Utilizes approved assessment instruments and clinical skills to conduct social work assessments of alleged victim to assess functional status, risk factors, priority level, and crisis resolution interventions.
- Identifies potentially problematic and dangerous situations during the reporting, interviewing and assessment processes, makes an initial assessment for imminent danger of the alleged victim and seeks immediate supervision for remediation. Activates emergency response if necessary by contacting emergency personnel, notifying family members and/or other service providers.
- Forwards the completed APS Intake Report to the appropriate District Office for assignment and investigation. Identifies high profile situations and alerts State Office. Notifies guardians, appropriate agencies and service providers involved with the victim.
