FUNCTION
The Director of Veterans Housing Program is responsible for the leadership, operation, and strategic management of a residential shelter serving homeless and at-risk veterans. This role oversees daily shelter operations, staff supervision, program compliance, community partnerships, and service delivery to ensure veterans receive safe housing, supportive services, and pathways to permanent stability. The Director ensures all programs operate in alignment with the organization’s mission and applicable federal, state, and local regulations.

Responsibilities
ADMINISTRATIVE DUTIES

Program & Operations Management:
Direct and oversee all shelter operations, ensuring a safe, structured, and supportive environment for veteran residents
Develop, implement, and evaluate shelter programs and supportive services (housing stabilization, case management, employment support, benefits access, etc.)
Ensure compliance with VA funder, and licensing requirements.
Establish and enforce policies, procedures, and best practices

Staff Leadership & Supervision:
Train, supervise, and evaluate Veterans Housing Program staff and volunteers
Provide leadership, coaching, and performance management to maintain high-quality service delivery
Schedule staff coverage to ensure operational needs are met 24/7
Foster a trauma-informed, veteran-centered workplace culture.

Veteran Services & Advocacy:
Ensure residents receive individualized case management and referrals to community resources
Collaborate with VA medical centers, behavioral health providers, and veteran service organizations
Advocate for resident needs related to healthcare, mental health, substance use recovery, employment, and housing

Financial & Administrative Oversight:
Manage the shelter’s operating budget and monitor expenditure
Assist with grant management, reporting, and audits as required
Track performance metrics and outcomes for internal review and funders
Maintain accurate documentation, client records, and operational reports
Maintain accurate service statistics and submit required reports.
Ensure proper documentation practices among staff.
Provide updates to leadership on program operations and trends.

Community Engagement & External Relations:
Represent Veterans Housing Program at community and agency meetings.
Conduct tours for donors, clients, and community partners.
Participate in outreach and community engagement activities.

Training, Development & Professional Standards:
Ensure staff complete required training and certifications.
Maintain personal professional development and training.
Model professional conduct aligned with Salvation Army values.
Qualifications
Bachelor's degree in social work, Human Services, Public Administration, or a related field, Preferred: Master's degree (MSW, MPA, or related field).
Minimum of 3-5 years of leadership or management experience in homeless services, veteran services, or nonprofilt programs.
Demonstrated knowledge of veteran-related issues, including trauma, PTSD, substance use, and benefits systems.
Experience managing staff, budgets, and program operations.
Strong interpersonal, organizational, and problem-solving skills
