Status: Full-time/Exempt/Management

Schedule: Monday – Friday, 8:00am – 4:30pm

SUMMARY:

Under the direction of the Senior Director of Housing Stability and CES , the Director of Housing Stability and CES will provide administration and programmatic oversite to the activities related to all Time Limited Subsidy, Prevention, and Housing Navigation programs. The selected candidate for this position will ensure that a comprehensive plan to execute contracts is developed that is based on best practice models that work to properly house the most vulnerably homeless individuals throughout Los Angeles County. The Director of Housing Stability will also ensure effective tracking of all data and ensure compliance with housing outcomes related to each program. In coordination with the Senior Director of Housing Stability, the Director of Housing stability will be responsible for maintaining the highest quality services while fostering teamwork among staff across departments, programs, and other social service organizations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Interface with partners, including community health providers, the business community, landlords and property owners, and social service/housing providers to reduce the number of homeless people living on the streets.
  • Work in collaboration with LAHSA’s CES Leadership Team and other housing providers to remove barriers to permanent housing.
  • In collaboration with the Senior Director of Housing Stability, provide oversite to all housing stability contracts within the agency.
  • Provide administrative and programmatic supervision to all leadership staff assigned to your contracts.
  • Facilitate small and larger case conference meetings with each team to ensure discussions around client care remain trauma informed and harm reduction focused.
  • Provide crisis intervention to clients facing medical and/or mental health crisis situations.
  • Work collaboratively with each team to identify appropriate services considering each individual’s physical and cognitive needs.
  • Oversee and manage file review for required grant documentation and eligibility as it relates to Time Limited Subsidy, Prevention, and Housing Navigation contacts.
  • Conduct ongoing record keeping and client file management for quality assurance and audit preparation.
  • Conduct ongoing trainings for staff on file documents and contract outcomes/ goals.
  • Generate HMIS reports, locate errors, and provide follow up reports to staff for corrective plan(s) of action.
  • Generate client lists for case managers on a monthly basis to review that all HMIS data corrections are completed in a timely manner.
  • Assist with program/fiscal audits.
  • Ensure that all Annual Reviews are completed in a timely manner.
  • Provide oversight and integration of community serving resources, such as Housing Assistance Program funds, when available.
  • Act as the Liaison with all Housing Authorities and housing providers.
  • Provide oversite regarding the hiring and management of staffing and ensure staff are adequately trained and abide by all agency and department policies and procedures.
  • Provide technical assistance and training for any changes to the Statement of work that impacts client eligibility.
  • Work collaboratively with fiscal to ensure spending of contract is on track, as well as to ensure that fiscal requests meet contract eligibility requirements.
  • Put system in place to ensure all required documentation is completed for each client enrolled in program and that is eligible for services.
  • Attend all meetings requested by funders (LAHSA)
  • Provide oversite regarding hiring and ensure Diverse and Equitable hiring practices to appropriately reflect the diversity of the population served.
  • Ensure OSHA reports on completed on a monthly basis.
  • Special projects and other duties as assigned

QUALIFICATIONS:

  • Bachelor's (BA) in mental health field (Social Work, MFT, or Psychology) or two (2) years of related leadership experience required.
  • Experience working with individuals who are experiencing homelessness, mental illness, substance addiction and medical challenges.
  • Understanding of Housing First and Harm Reduction philosophy.
  • Two (2) years of experience providing direct supervision and management of staff.

WORK ENVIRONMENT:

  • Combination of field and office environment
  • Regularly required to sit, stand, bend and occasionally lift or carry up to 35 pounds
  • On occasion walk, drive or transit to different local sites
  • Will necessitate working in busy and loud environments
  • Will be exposed to elements like cold, heat, dust, noise, and odor
  • May need to bend, stoop, twist, and sit throughout the day
