Program Analyst – Navy Training and Program Support

Work Schedule: Monday through Friday, with start and end times between 7:00 a.m. and 5:00 p.m. Core hours are 9:00 a.m. to 3:00 p.m.

Position Summary

The LDM Group is seeking an experienced Program Analyst to support Navy training modernization, program analysis, strategic planning, financial administration, research, and administrative coordination activities at NTAG Pittsburgh.

The Program Analyst will support initiatives involving training effectiveness, recruiting, manpower, personnel, training, education, research, development, testing, evaluation, and training innovation. The successful candidate must be able to manage multiple priorities, analyze complex information, coordinate with diverse stakeholders, and prepare executive-level reports and briefings.

This position requires strong analytical, organizational, communication, and project coordination capabilities, as well as proficiency in Microsoft Excel, PowerPoint, Word, and related analytical and reporting tools.

Mission Support

The Program Analyst will support Navy leadership initiatives focused on training modernization, training optimization, research, development, test and evaluation, training innovation, training effectiveness assessment, strategic communication, and strategic planning.

A critical focus of this role is supporting the Navy’s efforts to measure and improve training effectiveness. The Program Analyst will assist in optimizing the processes used to evaluate training outcomes and support the delivery of mission-capable Sailors to the Fleet.

The individual will collaborate with diverse internal and external stakeholders, research organizations, action officers, program managers, and multidisciplinary teams while supporting dynamic research studies, training modernization projects, and strategic initiatives from concept through implementation.

Essential Duties and ResponsibilitiesProgram and Policy Analysis

  • Research emerging, new, and improved training technologies, methodologies, and commercially available capabilities that may enhance Navy training outcomes.
  • Analyze existing and proposed policies, procedures, programs, and alternatives to improve training effectiveness, quality, efficiency, and operational performance.
  • Support the development and implementation of programs, policies, and initiatives related to training modernization and optimization.
  • Assess Navy recruiting, manpower, personnel, training, and education strategies and initiatives.
  • Support the execution and continuous improvement of the Navy Training Effectiveness Program.
  • Develop or recommend procedures, systems, methodologies, and performance measures for establishing, operating, and assessing Force Development and Training programs.
  • Analyze organizational initiatives and projects to identify potential synergies, redundancies, risks, gaps, and opportunities for improvement.
  • Gather information, identify issues, conduct research, and draft documentation supporting Force Development and strategic planning objectives.
  • Support the development of studies, risk assessments, alternatives analyses, and recommendations.
  • Evaluate training programs, training technologies, training innovation initiatives, and Force Development processes.
  • Execute or support research, development, test and evaluation studies and training modernization projects.
  • Assist in moving initiatives, products, and recommendations from concept development through implementation.

Business Process and Business Case Analysis

  • Analyze and evaluate business processes, organizational practices, operational requirements, and program needs.
  • Conduct gap analyses and identify opportunities for process improvement, cost avoidance, cost savings, and operational efficiency.
  • Support the business process mapping of current-state “As-Is” and future-state “To-Be” processes.
  • Document business processes, costs, required human capital, workflows, systems, dependencies, and data flows.
  • Compare and contrast organizational practices within the scope of each initiative against industry standards, leading practices, and Navy requirements.
  • Develop business case analyses, findings, recommendations, and supporting documentation.
  • Identify potential efficiency improvements and cost-saving initiatives.
  • Prepare Microsoft Excel, Access, and other analytical products used to identify training trends, impacts, risks, and opportunities.
  • Translate analytical findings into practical and actionable recommendations for leadership consideration.

Research, Data Analysis, and Training Effectiveness

  • Lead or support efforts to obtain, validate, organize, and analyze large and complex datasets.
  • Analyze quantitative and qualitative information in support of strategic planning, training effectiveness assessments, and research studies.
  • Facilitate research and analytical teams evaluating the effectiveness of training programs, technologies, innovations, and processes.
  • Develop analytical methodologies, evaluation criteria, data collection approaches, performance measures, and assessment tools.
  • Conduct or support studies evaluating training effectiveness, training technology, training innovation, and Force Development processes.
  • Interpret research findings and translate complex data into clear conclusions and actionable recommendations.
  • Identify trends, patterns, performance gaps, risks, and opportunities within data and research findings.
  • Prepare charts, dashboards, spreadsheets, reports, and briefing materials that communicate research results.
  • Maintain supporting research documentation, analytical files, data sources, and program records.
  • Support evidence-based decision-making related to training modernization and optimization initiatives.

Strategic Planning and Communications

  • Support organizational strategy development, including the development of vision statements, mission statements, strategic objectives, goals, measures, and implementation plans.
  • Assist in coordinating Navy plans and strategies affecting Force Development and related operational domains.
  • Gather information, identify issues, and draft documentation to support Force Development and strategic planning goals.
  • Assess existing organizational initiatives and projects to determine potential alignment and synergies with new initiatives.
  • Provide strategic communications support focused on key program issues, priorities, risks, accomplishments, outcomes, and decisions.
  • Prepare communications for internal and external audiences.
  • Develop executive-level PowerPoint presentations, decision briefs, program updates, white papers, reports, correspondence, talking points, and supporting documentation.
  • Present research findings, program analyses, recommendations, and supporting data to leadership and stakeholders.
  • Ensure written and visual products are clear, accurate, concise, logically organized, and appropriate for senior-level audiences.
  • Support the development and delivery of strategic messages that effectively communicate program objectives, outcomes, and recommendations.

Stakeholder and Organizational Coordination

  • Establish and maintain productive working relationships with Navy personnel, action officers, program managers, research organizations, contractors, and other stakeholders.
  • Liaise with working-level representatives from Department of the Navy organizations, OPNAV, Force Development, enterprise staff, and external research entities.
  • Assist in maintaining effective, efficient, and productive relationships with research organizations and stakeholders.
  • Coordinate activities among internal and external teams supporting research, training modernization, strategic planning, and innovation initiatives.
  • Facilitate meetings, reviews, conferences, integrated product teams, off-sites, briefings, workshops, and other program events.
  • Prepare agendas, presentation materials, meeting minutes, action-item trackers, and follow-up correspondence.
  • Track stakeholder decisions, commitments, dependencies, milestones, risks, and required actions.
  • Support collaboration across organizational boundaries to achieve program objectives and meet mission requirements.
  • Assist leadership and action officers with coordination, communication, and issue resolution.

Financial Administration and Compliance

  • Monitor and analyze project obligations, expenditures, activities, milestones, and deliverables.
  • Verify that project obligations, expenditures, activities, and deliverables are consistent with approved project plans, funding requirements, contractual requirements, and execution schedules.
  • Compare program obligations and expenditures against project activities, deliverables, schedules, and anticipated outcomes.
  • Monitor and provide analysis of project obligations in relation to activities, deliverables, and costs.
  • Identify funding discrepancies, execution risks, cost concerns, and potential impacts to program performance.
  • Conduct financial analysis and prepare spreadsheets, reports, and supporting documentation for short- and long-range budget proposals.
  • Develop funding justifications for transformation, training modernization, research, and innovation initiatives.
  • Maintain accurate financial tracking tools, records, reports, and supporting documentation.
  • Assist program leadership with budget execution reviews, funding assessments, expenditure tracking, and financial reporting.
  • Support compliance with applicable contractual, financial, and program management requirements.

Program Objective Memorandum Support

  • Conduct Program Objective Memorandum analysis.
  • Prepare required documentation and analytical products supporting POM development.
  • Assist with the identification, analysis, and documentation of future resource and funding requirements.
  • Prepare responses and supporting information for immediate and short-fused POM taskings.
  • Analyze and document the operational, financial, and programmatic impacts of unfunded requirements.
  • Support the development of budget exhibits, issue papers, funding justifications, and supporting analyses.
  • Maintain POM-related data, assumptions, supporting documentation, and decision records.
  • Coordinate with program stakeholders to obtain information required for POM planning and response development.

Program and Administrative Support

  • Maintain the branch Current Projects Underway presentation used to track transformation, modernization, and innovation initiatives.
  • Maintain the Domain Projects Report and related lists of research, innovation, and training initiatives.
  • Analyze and prepare program briefs, reports, correspondence, memoranda, and other documentation.
  • Coordinate and provide administrative and program support for reviews, conferences, off-sites, briefings, integrated product teams, and meetings.
  • Track action items and taskers from assignment through completion.
  • Assist action officers in researching, coordinating, drafting, reviewing, and preparing responses.
  • Monitor suspense dates and ensure assigned products are completed accurately and on time.
  • Maintain project schedules, trackers, status reports, risk logs, decision logs, action-item logs, and document repositories.
  • Organize program records and ensure information is maintained in accordance with applicable requirements.
  • Support preparation of meeting materials, briefing packages, agendas, minutes, and follow-up actions.
  • Monitor ongoing projects and provide status updates to program leadership.
  • Perform other related analytical, program management, and administrative duties as assigned.

Required Qualifications

  • Bachelor’s degree in business administration, public administration, organizational development, education, training, management, data analytics, finance, operations research, or a related field.
  • Relevant professional experience in program analysis, management analysis, strategic planning, training program support, research, financial analysis, project management, or project coordination.
  • Experience analyzing complex program, operational, financial, organizational, or workforce information.
  • Demonstrated ability to develop professional reports, correspondence, presentations, spreadsheets, and analytical products.
  • Experience supporting multiple projects, deadlines, stakeholders, and competing priorities.
  • Strong written and verbal communication skills.
  • Strong research, critical-thinking, problem-solving, and organizational skills.
  • Ability to work independently and collaboratively in a deadline-driven environment.

  • Experience conducting business case analyses, process mapping, gap analyses, or organizational assessments.
  • Experience analyzing large datasets and developing dashboards, metrics, or executive-level analytical products.
  • Experience supporting research, development, test and evaluation programs.
  • Experience with federal budget formulation, budget execution, or Program Objective Memorandum processes.
  • Experience monitoring project obligations, expenditures, deliverables, and contractual requirements.
  • Experience preparing executive-level briefings, decision papers, issue papers, or strategic communication products.
  • Experience with Microsoft Access, Microsoft Project, Power BI, SharePoint, or other data and project management platforms.
