About the Role
The Housing Authority of Fulton County (HAFC) is seeking a detail-oriented and driven Finance Portability Specialist to join our Finance/Portability team. This role plays a critical part in managing financial operations related to Housing Choice Voucher (HCV) portability, ensuring accurate billing, reconciliation, and compliance with HUD regulations.
Key Responsibilities
- Manage billing and collections for 500 public housing authority (PHA) portability receivables
- Reconcile outstanding balances and coordinate with external PHAs to ensure timely payments
- Review tenant accounts for accuracy in rent calculations and payments
- Analyze collectability vs. absorption into HAFC’s HCV program
- Prepare and review HUD forms (50058, 52265) for compliance and accuracy
- Maintain financial records and reconciliations using Excel and internal systems (e.g., YARDI/TenMast)
- Generate monthly billings and follow up on overdue accounts
- Collaborate with internal teams and external agencies to resolve discrepancies
- Produce financial and operational reports as needed
- Support training initiatives and departmental operations
Qualifications
- Bachelor’s degree in a related field or minimum 2 years of relevant experience
- Preferred: 3 years of HUD housing experience
- Strong background in billing and collections (high-volume environment required)
- Knowledge of PHA operations, HUD regulations, and housing programs
- Proficiency in Microsoft Excel and financial systems (YARDI or TenMast preferred)
- Excellent communication and problem-solving skills
- Strong attention to detail and ability to manage multiple priorities
Additional Requirements
- Valid Georgia driver’s license
- Ability to meet bonding and insurance requirements
- Willingness to complete required certifications and training
