HJF is seeking a Senior Military Medical Advisor (SMMA) to serve as program lead for the clinical component of Creative Forces®: National Endowment for the Arts (NEA) Military Healing Arts Network, a partnership between the NEA, the Veterans Health Administration (VA), and Department of War (DoW). This position serves a critical role in planning, organizing, evaluating, advising, and coordinating healthcare operations activities for Creative Forces, including identifying and developing opportunities for growth to new target populations.

This position will be in support of Creative Forces®: National Endowment for the Arts (NEA) Military Healing Arts Network. The mission of the Creative Forces Network is to improve the health, wellbeing, and quality of life of trauma-exposed military service members and veterans, as well as their families and caregivers, by increasing knowledge of and access to clinical creative arts therapies and community-based arts programming. The SMMA plays a critical role in sustaining and growing activities within the current target population while testing and developing programs, as directed, for new target populations of interest to the NEA and partner organizations (such as Disaster Response, First Responders, Substance Abuse, Aging and Independent Living, and Pediatric Cancer). Core activities include standardizing clinical practice to ensure consistent delivery of high-quality care across the distributed Network, connecting to and supporting community arts engagement activities, and building and circulating evidence about the efficacy of creative arts therapies within the clinic to community continuum.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

• Serves as a Senior Healthcare Administrator and subject matter expert in military medical programs and policy. Holds administrative responsibility for successful implementation and operation of the clinical program across the network, including clinical research and evaluation activities. Works autonomously and makes decisions independently based on previous experience.
• Serves as liaison to all Clinical Sites as established in the MOUs between the NEA and each Clinical Site. Collaborates with Clinical Site Leaders, leveraging data from Performance Measurement to ensure efficient utilization of Creative Arts Therapists to deliver consistent, high-quality care across the Network. Supports community-based arts engagement activities and initiates and directs scholarly activities such as lectures, conference presentations and research and evaluation projects.
• Plans and supports expansion efforts across the Network, including program design, personnel recruitment and training, and mentorship within the Network and for any new programs, including those funded by the DoW/VA. Ensures employment of an analytical approach and data driven decision making for the four-step development model that includes: Stage 1-Literature Review and Field Scan Stage 2-Pilot and Logic Model Development, Stage 3-Model Implementation and Evaluation, and Stage 4-Revise and Replicate.
• Provides strategic vision and operational support for executing the Creative Forces Research Strategic Plan and annual Evaluation Plan. Oversees the Director of Research and Evaluation’s coordination of research efforts with Network research partners. Coordinates directly with the NEA Office of Research & Analysis to ensure alignment of Creative Forces research with the NEA’s Strategic Plan and research goals and objectives.
• Prepares, organizes, and engages in high level strategic discussions for future year programming and budget development, integrating clinical program elements with the broader Creative Forces program design that includes development of the clinic to community continuum. Directs activities designed to develop and share resources for public good via the NEA Creative Forces website or other designated platforms for public access.
• Engaging communicator available to support speaking engagements across all venues and audiences, from school-aged children to senior military leaders and elected officials.
• Directly involved in planning, forecasting and monitoring Creative Forces clinical research budget activities.
• Perform other duties as assigned.
  
  

Supervisory Responsibilities

• Direct Supervisor to 7-8 member clinical leadership team who provide supervision to the broader 25–30-member team. Has direct authority to make decisions on the following: employee hiring, disciplinary action: conduct employee performance evaluations; and directs work activities. Directly works with HJF Recruiting and Human Resources to inform starting salaries and merit increases.
  
  

Qualifications

Education and Experience

• Possesses a Doctoral Degree in Medicine (MD/DO) or Graduate-level degrees in Nursing, Public Health, Psychology, Social Work, Creative Arts Therapies or Healthcare/Business Administration.
• Has a minimum of 10 years working within healthcare with increasing positions of responsibility.
• Experience in a leadership position with responsibility for a team or organization of 20 people or more and an annual budget of a least one million dollars preferred.
• A minimum of 5 years working within the Department of War and Veterans Health Administration preferred.
  
  

Required Knowledge, Skills And Abilities

• Demonstrated knowledge of critical healthcare operations activities within the DoW and VA, including credentialing, workload monitoring, quality assurance, and patient privacy and security.
• Has experience in strategic planning and budgeting within healthcare operations. Has experience with clinical research, program evaluation, and quality improvement initiatives, including the associated regulatory processes within the DoW and VA.
• Shows ability to use data and evidence to drive decision-making and management of programs and operations.
• Has familiarity with arts and health-related research, associated evidence, and impact on patients and/or participants (community setting).
• Possesses excellent interpersonal and communication skills. Possesses the ability to work with different patient populations and sensitivity to people from varied backgrounds and cultures.
• Has proficiency with the latest version of advanced and various computer software applications used by the DoW/VA and possesses strong skills in using the entire Microsoft Office suite of products.
  
  

Work Environment

• The work is performed in an office, including work from home. Travel to clinical sites required.
  
  

Compensation

• The annual salary range for this position is $183,000-$250,000. Actual salary will be determined based on experience, education, etc.
