The Hawaiʻi State Senate is seeking Legislative Researchers for the 2026 Legislative Session. This temporary, full-time position is ideal for individuals with strong research, analytic, and writing skills who want to make a meaningful impact in government, public policy, and legislative affairs.
As a Legislative Researcher, you will play a key role in supporting the legislative process for either the Hawaiʻi State Senate Majority Research Office (SMA) or the Committee on Ways and Means (WAM). You’ll conduct in-depth research, draft reports and policy documents, analyze legislation and budgets, and provide essential support to committees and senators. This is a unique opportunity to gain hands-on experience in government operations, policy analysis, and public service at the heart of Hawaiʻi’s political landscape.
The Senate Majority Research Office (SMA) drafts legislation, conducts in-depth research, and provides policy analysis to support the State Senate's legislative agenda and decision-making. The Committee on Ways and Means (WAM) conducts in-depth research and policy analysis for its members, and oversees all appropriations and bills with fiscal implications. Each office is seeking legislative researchers for the 2026 Legislative Session.
Key Responsibilities:
The Senate Majority Research Office (SMA):
- Drafts bills, resolutions, and reports, and works with assigned committee(s) to facilitate hearings.
The Ways and Means Committee (WAM):
- Assesses fiscal impact and broader implications, and produces research memoranda, reports, and correspondence for the Ways and Means Committee.
Legislative Researchers in both offices:
- Conduct research and analysis on legislative proposals, public policy, and fiscal matters.
- Prepare and organize documents, meeting notes, and policy summaries.
- Support committee operations by facilitating hearings, taking notes, and ensuring compliance with procedures and quorum requirements.
- Collaborate with team members and stakeholders to build timelines, coordinate meetings, and manage projects.
- Communicate professionally with government officials, staff, and the public.
- Maintain confidentiality and demonstrate professionalism in all interactions.
Qualifications:
- Bachelor’s degree required; advanced degree is a plus.
- Strong analytical, research, and writing skills.
- Ability to interpret and communicate complex information clearly and concisely.
- Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
- Experience with government, policy, or legislative work is helpful, but not required—training provided.
- Ability to work independently and as part of a team in a fast-paced, deadline-driven environment.
- Professionalism, integrity, and discretion in handling confidential matters.
Benefits & Details:
- Salary: $4,000 – $5,800 per month, commensurate with experience and qualifications.

- Temporary position: December 2025 – May 2026.
- Must be able to work in-person in Honolulu, Oahu.
- Must be a U.S. citizen, national, or permanent resident alien, or otherwise eligible for unrestricted employment in the United States.
