Position Overview
The Payroll & Benefits Manager is a strategic and hands-on leader responsible for the full lifecycle of payroll and benefits administration across a multi-state, multi-entity environment.
This role ensures accuracy, compliance, and system integrity while enhancing the employee experience and supporting organizational growth. You will also serve as a key partner to HR and Finance, leveraging data to drive workforce insights, cost management, and total rewards strategy.
Key Responsibilities
Payroll Leadership & Compliance
- Lead full-cycle, multi-state payroll processing with a focus on accuracy and timeliness
- Ensure compliance with federal, state, and local regulations
- Oversee payroll taxes, filings, reconciliations, audits, and year-end processes (W-2s, 1095-Cs)
- Partner with Finance on payroll accruals, forecasting, and general ledger reconciliation
- Analyze payroll trends, labor costs, and headcount data to support financial planning
- Develop and maintain internal controls, SOPs, and process improvements
Benefits Strategy & Administration
- Manage all health, welfare, retirement, and ancillary benefit programs
- Serve as the primary liaison with brokers, carriers, and TPAs
- Lead open enrollment strategy and execution
- Oversee eligibility, life events, COBRA, and ACA compliance
- Analyze benefits utilization and claims data to inform plan design and cost strategy
- Support retirement plan administration, audits, and compliance
Systems & Analytics
- Act as subject matter expert for HRIS and payroll systems
- Lead system implementations, integrations, and optimization initiatives
- Ensure data integrity across all platforms
- Build dashboards and reporting tools to provide workforce and financial insights
- Translate complex data into actionable recommendations for leadership
Employee Experience & Support
- Provide expert-level support and guidance on payroll and benefits matters
- Resolve complex employee issues with discretion and professionalism
- Develop training materials and resources to enhance benefits understanding
Risk Management & Governance
- Conduct internal audits and ensure compliance readiness
- Maintain documentation for regulatory and external audits
- Monitor legislative changes and implement necessary updates
- Safeguard confidential employee information
Qualifications
- Bachelor’s degree in HR, Finance, Business, or related field
- 10 years of progressive payroll and benefits experience
- Strong multi-state payroll expertise
- Deep knowledge of FLSA, ACA, ERISA, COBRA, HIPAA, IRS, and DOL regulations
- Experience managing vendors, brokers, and carrier relationships
- Advanced HRIS/payroll systems experience (ADP, UKG, Workday, etc.)
- Proven experience with audits, system implementations, and process improvement
- Advanced Excel and data analytics capabilities (pivot tables, modeling, dashboards)
- CPP and/or CEBS certifications preferred
