POSITION SUMMARY: The Program Manager serves as a key leader in the Extended Day Treatment (EDT) Program and is responsible for ensuring the delivery of high-quality, trauma-informed care in a safe and supportive environment. This role oversees all aspects of case management, treatment planning, the implementation of interventions, and discharge planning for the children served in the program. The Program Manager plays a significant role in shaping and carrying out the treatment philosophy of the Agency. The Program Manager oversees the admission process, develops and monitors treatment plans, and coordinates services to ensure each child receives appropriate and effective care. In partnership with the EDT Program Supervisor, this individual directs the daily operations of the program while fostering a therapeutic milieu that promotes growth and healing. The Program Manager is also responsible for the recruitment, hiring, training, scheduling, and supervision of Clinical Therapists as well as assigned clinical interns and Direct Care staff. This includes providing coaching and professional development to staff, as well as implementing progressive discipline when necessary. Collaboration is central to the role, and the Program Manager works closely with administrative and treatment staff across the Agency, while also maintaining strong relationships with outside partners such as the Department of Children and Families, physicians, hospitals, and private consultants. The position reports directly to the Vice President for Clinical Services and may be assigned additional responsibilities to support the overall success of the program and agency. |

Accountable and responsible for the following results: - Oversees the hiring, training, and scheduling of Clinicians and clinical interns while fostering a supportive environment with clear guidance and accountability.
- Creates and supervises programs that promote active participation and growth for youth with developmental, psychiatric, or behavioral challenges, ensuring each child benefits fully from program activities.
- Fosters a supportive and collaborative workplace by strengthening staff morale, ensuring training needs are met, and addressing organizational challenges.
- Champions the treatment team philosophy, fostering a collaborative, trauma-sensitive therapeutic approach that supports the growth and well-being of every child.
- Designs and implements an efficient admissions process, guiding staff to ensure each child is appropriately assessed and enrolled.
- Leads staff in developing and implementing comprehensive treatment plans, ensuring case management is effective and aligned with program goals.
- Guides and supports staff during case conferences and treatment team meetings, fostering teamwork and ensuring every child’s care plan is well-coordinated.
- Leads by example in team engagement, modeling collaboration and professionalism for all staff.
- Coordinates and oversees psychiatric consultations to ensure alignment with treatment plans and program needs, and ensures Clinical Therapists complete associated assignments and follow-up tasks.
- In collaboration with the Clinical Supervisor, the Program Manager oversees the department’s financial resources, ensuring careful management of expenses and revenue to sustain high-quality services for youth.
- Provides clinical supervision to all Clinical Therapists and assigned clinical interns and serves as a Primary Clinical Therapist as needed to support program operations and client care.
- Leads Continuous Quality Improvement (CQI) and Utilization Review (UR) efforts, driving departmental excellence and optimizing service outcomes and utilization.
- Ensures every youth is thoroughly assessed for suicidality and serious risk, continually monitors their safety, and promotes compassionate, trauma-informed care in full compliance with policies and reporting requirements.
- Oversees the timely revision and updating of treatment plans to reflect changes in care needs, ensuring compliance with program standards and timelines.
- Ensures all clinical and program documentation is accurate, complete, and up-to-date, supporting transparency, compliance, and high-quality care for youth.
- Ensures the department operates in accordance with agency policies by regularly reviewing and updating the manual, fostering clarity, consistency, and a culture of compliance.
- Guarantees that program practices meet Medicaid requirements, ensuring every child receives care that is both high-quality and compliant with state regulations.
- Leads the creation and oversight of policies and strategies that continuously assess and maintain a safe, secure environment for all program participants.
- Serves on call to manage and respond to emergencies, ensuring the safety and well-being of youth and staff.
- Assesses and guides staff development in cultural competence, ensuring inclusive and equitable practices across the program.
- Promotes engagement with clients and families to understand their experiences, ensuring every youth feels respected, valued, and safe in the agency’s care.
- Supports staff growth and safety by ensuring all employees are fully trained and current on required skills and certifications.
- Completes and maintains all agency-mandated trainings within required timeframes to ensure compliance with organizational, state, and federal standards.
- Maintains appropriate personal boundaries with young people and families served at The Children’s Center of Hamden, in accordance with the agency’s Boundary Code of Ethics.
- Maintains awareness of The Children’s Center of Hamden’s Policy and Procedure Manuals and accesses relevant information as needed to guide decision-making and ensure compliance.

MINIMUM QUALIFICATIONS | - 3 years of post-graduate clinical experience in child/adolescent field.
- Knowledge of programming for youth with developmental, psychiatric, or behavioral challenges and demonstrate the ability to implement trauma-informed treatment approaches.

LICENSURE / CERTIFICATIONS | - Requires a valid clinical license (LMFT, LPC, or LCSW) in the state of Connecticut.
