Operations Manager – Water/Wastewater
The Axel Group is seeking an experienced Operations Manager on behalf of a growing infrastructure services organization that specializes in the operation and management of municipal water and wastewater systems throughout Pennsylvania.
This leadership role is responsible for overseeing the safe, compliant, and efficient operation of multiple water and wastewater facilities while managing a team of operators and technical staff. The Operations Manager will serve as the primary point of contact for clients, support regulatory compliance efforts, drive operational improvements, and ensure exceptional service delivery across a portfolio of municipal facilities.

Key Responsibilities
- Oversee the day-to-day operations of water and wastewater treatment facilities, pumping stations, and collection/distribution systems.
- Ensure facilities consistently meet operational, regulatory, and contractual performance requirements.
- Coordinate maintenance activities and address operational challenges to maximize system reliability.
- Support emergency response efforts and serve as a key escalation point for field personnel.
- Implement operational best practices, preventive maintenance programs, and continuous improvement initiatives.
- Partner with engineering, compliance, and administrative teams to support system upgrades and long-term planning efforts.
- Lead, mentor, and develop a team of operators and technical personnel.
- Manage staffing schedules, workforce planning, and daily resource allocation.
- Conduct performance evaluations, provide coaching, and support employee development.
- Foster a culture centered around safety, accountability, teamwork, and operational excellence.
- Review and approve employee timesheets and workforce scheduling.
Client Relations & Stakeholder Management
- Serve as the primary liaison for municipal and utility clients.
- Build and maintain strong client relationships through responsive communication and exceptional service.
- Attend client meetings, board meetings, and stakeholder presentations.
- Prepare operational reports and communicate system performance updates to clients and leadership.
- Support onboarding and transition activities for new facilities and service contracts.
Financial & Compliance Oversight
- Manage operating budgets, monitor expenses, and identify opportunities for cost savings and operational efficiencies.
- Review invoices, approve purchases, and oversee procurement of operational supplies and chemicals.
- Ensure compliance with all applicable federal, state, and local environmental regulations.
- Review regulatory reports and assist with corrective action planning when necessary.
- Support permit compliance, reporting requirements, and safety initiatives across all assigned facilities.
Qualifications
- High School Diploma or equivalent required; Associate's or Bachelor's degree preferred.
- 10 years of progressive experience in water and/or wastewater operations.
- Previous supervisory or management experience required.
- Strong knowledge of wastewater and water treatment plant operations, maintenance practices, and regulatory requirements.
- Familiarity with DEP regulations, NPDES permits, and environmental compliance programs.
- Proven ability to lead teams, manage client relationships, and oversee multiple facilities simultaneously.
- Strong communication, organizational, and problem-solving skills.
- Experience managing operational budgets and resources.
- Valid Pennsylvania Driver's License.
Salary : $90,000 - $105,000
