A chapter of The Arc New York, our main offices are located at 162 East Broadway in Monticello, NY.

Our agency offers a broad range of services including Residential Services, Clinical Services, Day Services, Family Support Services, Guardianship Services, Employment Services, Recreation and more. Job Summary: The Program Director is responsible for providing leadership, oversight, and strategic direction for all Day Habilitation programs under their supervision. This role holds overall accountability for program performance, service quality, compliance, and alignment with Agency mission, values, and regulatory requirements. The Program Director establishes and monitors systems that support consistent, high-quality, person-centered services and ensures that management and supervisory staff are equipped, supported, and accountable for effective implementation.

Qualifications: Bachelor's Degree in Special Education, Social Work, Psychology, Rehabilitation or a related field preferred.

At least two years of appropriate and successful management experience in an organization supporting individuals with intellectual disabilities and developmentally disabilities or similar field.

  • Maintain objectivity in program evaluation and implement quality improvement plans as needed. Ensure that management, supervisory, and direct support staff receive appropriate training to deliver quality services.
  • Adhere to Agency policies and procedures, Codes of Conduct and Ethics, and all regulations governing service delivery.
  • Maintain licenses, certifications and credentials as required by position (including but not limited to driving, as applicable) upon initial and throughout ongoing employment.

Responsibilities:

Leadership and Strategic Oversight

  • Provide leadership and direction to assigned programs using the Agency mission and core values as guiding principles.
  • Establish program standards and performance expectations.
  • Serve as a senior leader within the Agency, contributing to cross-program initiatives and organizational planning.

Program Director Day Program Job Description Systems Management and Quality Improvement

  • Monitor systems and processes to ensure consistent implementation across programs.
  • Identify gaps, risks, and opportunities for improvement and implement corrective and quality improvement plans.
  • Recommend and support changes to systems, processes, and practices to improve service quality and efficiency.

Oversight of Person-Centered Services

  • Ensure the development, implementation, and evaluation of person-centered programming across programs.
  • Monitor outcomes to ensure individuals receive quality supports that reflect their needs, preferences, and goals.
  • Ensure individual rights, dignity, health, and safety are protected.

Maintain valid licenses {including driving license, as applicable], certifications or any other credentials that are required or necessary to carry out the responsibilities upon and throughout employment.

Supervision and Development of Program Management Staff

  • Provide direct supervision, coaching, and performance management to Program Managers.
  • Ensure Program Managers effectively oversee Program Supervisors and Group Supervisors.
  • Support leadership development and succession planning within Day Habilitation services.

Culture of Compliance

  • Ensure all programs operate in compliance with Agency policies, procedures, and regulatory requirements.
  • Oversee compliance monitoring, documentation standards, and corrective action processes.
  • Ensure required records are maintained in accordance with state, federal, and local laws, including confidentiality standards.

Fiscal and Operational Oversight

  • Participate in the development of program budgets and monitor adherence to approved budgets.
  • Maintain oversight of operational performance without routine assumption of front-line or managerial duties.
  • Ensure program locations, services, and resources meet safety and operational standards.
  • Professional Development and Organizational Participation
  • Participate in ongoing professional development to maintain knowledge of best practices and regulatory changes.
  • Carry out other duties as assigned by the Assistant Executive Director.
