Responsible for developing solicitations, evaluating, and executing a broad range of contracts including, but not limited to, Interagency Contracts, Revenue Contracts, Interlocal Agreements, Lease Contracts and Memorandums of Agreement. Enters contract data into Agency Financial System (CAPPS) and ensures all contract reporting requirements are met. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, Federal, and Branch rules, regulations, and procedures.

Qualifications: MINIMUM QUALIFICATIONSEducation:Graduation from an accredited college or university with a Bachelorand#8217;s degree.Experience:One year full-time work experience providing contract support.Two years experience in contract development, management or evaluation work.Three years experience providing customer service, program support, involving the processing and analysis of data related to contract and procurement policies and procedures to internal and external customers.NOTE: Experience may have occurred concurrently.Licensure:Applicant must possess a valid State driverand#8217;s license.Must possess a Certified Contract Manager (CTCM) certification.Must obtain, within one year of employment, a Certified Texas Contract Developer (CTCD) certification.Note: Retention of position contingent on obtaining and maintaining required license and certification.ACCEPTABLE SUBSTITUTIONSEducation:One additional year of directly related experience in procurement/contract support may substitute for 30 semester hours of the required education, with a maximum substitution of 120 semester hoursPREFERRED QUALIFICATIONSEducation:Graduation from an accredited four-year college or university with a Bachelorand#8217;s degree or higher and major coursework in business administration or a related field.Experience:Five years full-time work experience providing procurement/contract support.Experience in State of Texas Contract and Purchasing support involving federal guidelines.Experience in procurement and contracting policies and procedures.Experience in purchasing and/or contracting at a Texas State Agency, Institution of Higher Education, or local government.Experience in collaborating with administrative state agencies, institutions of higher education, and non-profit organizations.CAPPS or a similar integrated financial system.Licensure:Certified Texas Contract Manager (CTCM), Certified Texas Contract Developer (CTCD) or other equivalent national certification e.g. Certified Professional Public Buyer (CPPB), Certified Public Purchasing Officer (CPPO).KNOWLEDGE, SKILLS AND ABILITIESKnowledge of local, state or federal laws and regulations related to procurement administration and management.Knowledge of state contracting, purchasing and procurement policies as published in the Texas Purchasing and Contract Management Guide.Knowledge of contract development, writing specifications, solicitation and award, and contract management and close-out.Skill in using office equipment e.g. computer, copier, scanner, etc.Skill in Microsoft Office Suite e.g. Excel, Outlook, Teams, PowerPoint,
