Brief Position Summary
Performs moderately complex (journey-level) project management work for the Construction and Facilities Management Directorate (CFMO). Work involves coordinating the planning, initiation, and delivery of construction, repair, minor and major maintenance projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. Coordinates the work of the project team. Reports to the Project Management Group S pervisor. Works under general supervision with limited latitude for the use of initiative and independent judgment.
WORK HOURS: Monday Friday, 8 hours a day, 40 hours a week
Essential Job Functions And Responsibilities
Coordinates, plans, and evaluates projects using accepted project management methodologies.
Coordinates project activities with other state agencies, government jurisdictions, or private sector partners and contractors.
Reviews and recommends proposals and bids to management.
Monitors and manages project cost and timelines to ensure completion within budget and on schedule.
Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications.
Identifies potential project risks and difficulties and develops strategies to mitigate or avoid them.
Communicates and explains project methodology and processes to stakeholders.
Develops and submits project status reports on time. Compiles and distributes project information to stakeholders. Stores project information on department project SharePoint sites for coordination and record.
Participates in and provides input to project initiation, authorization and evaluation of feasibility.
Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments.
Develops project budgets, schedules, work plans, resource requirements, and cost estimates and projections.
Directly interact with external partners such as General Contractors and Architect/Engineering firms to correct issues and ensure ongoing performance of projects.
Analyzes complex information and develop plans to address issues on projects.
Coordinates the work of the project team members.
Attends work regularly and observes approved work hours in accordance with agency state employee policies procedures handbook.
May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
May occasionally work evenings, weekends, or holidays.
Performs other related work as assigned.
Qualifications: MINIMUM QUALIFICATION
Education
Graduation from an accredited four-year college or university is required.
Preferred Education
Graduation from an accredited four-year college or university with major course work in engineering, architecture, construction management, business management, or related degree is preferred.
Experience
Five (5) years experience in project management of facilities construction projects is required (See substitution provision below).
Experience In Interpreting Facilities And Construction Drawings Is Required.
Experience using Microsoft Office products, such as Word, Excel, and Outlook is required.
Preferred Experience
Experience in developing, analyzing, and interpreting Critical Path Method-based (CPM) project Gantt charts using project scheduling is preferred.
Experience With Facilities Construction Cost Estimating Is Preferred.
Experience managing projects in accordance with Uniform General Conditions as implemented by State of Texas Agencies is preferred.
Candidates with ten (10) years experience in project management of facilities construction projects are preferred.
