General Description

The position works collaboratively with internal staff and external stakeholders to support effective program implementation and alignment with agency and legislative priorities.
This is a non-supervisory position responsible for administering assigned grant programs and supporting program implementation, compliance, and reporting activities. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Reports to the Senior Director of Academic and Health Affairs.
This position is authorized for a hybrid telework schedule. Specific in-office days may be determined by the department to meet business needs.

General Duties And Responsibilities
- Administers assigned higher education, medical education, and health-related grant programs, including large and complex initiatives, in alignment with statutory requirements, agency priorities, and program guidelines.
- Coordinates the full grant lifecycle, including development of Requests for Applications (RFAs), application review and eligibility screening, award processing, contract coordination, and grant closeout activities.
- Monitors grantee expenditures, performance, and deliverables to support compliance with contract terms, program requirements, and applicable laws, rules, and regulations, including TxGMS; applies established monitoring protocols and internal controls to support program integrity and audit readiness.
- Maintains program documentation to support compliance, reporting, and audit requirements.
- Provides technical assistance and guidance to grantees regarding program requirements, reporting expectations, and allowable use of funds.
- Collects, analyzes, and summarizes grant data to support program monitoring and evaluation.
- Assists in the preparation of legislatively required reports, program summaries, and briefing materials for agency leadership, Board members, and stakeholders.
- Responds to internal and external data and information requests in a timely and accurate manner.
- Assists in interpreting statutes, rules, and policy guidance related to assigned grant programs and supports implementation of related procedures.
- Supports development of materials such as bill analyses, fiscal notes, and impact summaries, as assigned.
- Collaborates with internal divisions, institutions of higher education, health-related institutions, and other partners to support effective grant program administration; participates in meetings, workshops, conferences, and other engagements as assigned.
- Assists in preparing presentations, reports, and communications for a variety of audiences.
- Utilizes grant management, contract management, and financial systems to support program administration and reporting.
- Assists in identifying opportunities for process improvements and supports implementation of system or process enhancements.
- Performs related work as assigned, including travel up to 10 percent of the time, which may include overnight travel.
- Knowledge of the Texas higher education system, including community colleges, universities, and health-related institutions.
- Knowledge of state and federal grant management principles, including compliance, fiscal accountability, and reporting requirements, including TxGMS.
- Knowledge of higher education policy and program administration.
- Skill in financial analysis, budgeting, and monitoring of grant-funded programs.
- Skill in research, data analysis, and performance reporting.
- Skill in project coordination and managing multiple priorities across complex initiatives.

Qualifications
Required Minimum Education and Experience:
- Bachelor’s degree from an accredited college or university.
- Four years of professional experience in grant management or in performing complex program administration, project management, or related work in higher education, healthcare, government, or a related field.
- Experience supporting activities across the grant lifecycle, including pre-award, award, and post-award phases.
- Experience monitoring budgets, expenditures, deliverables, or compliance requirements.
- Master’s degree may substitute for up to two years of required work experience.
- Master’s degree from an accredited college or university.
- Experience administering grant programs or initiatives related to higher education, medical education, or health-related fields.
- Experience administering or supporting Graduate Medical Education (GME) programs, including residency or fellowship funding, program development, performance monitoring, and related policy or administrative functions.
- Experience with grant management, contract management, and financial systems used for program administration and reporting.
- Experience working with Texas state agencies or institutions of higher education, including universities, community colleges, and health-related institutions.
