General Description

This position is a part-time, limited-term position of no more than three months. Performs data entry and analysis for the Texas Higher Education Coordinating Board (THECB) in the Academic and Workforce Initiatives Division. Work involves providing data management, and related activities for the Academic and Health Affairs Department. Works under general supervision and exercises limited independent judgment. This position reports to the Senior Director of Academic Programs.

General Duties And Responsibilities

  • Responsible for technical and analytic tasks involving data entry, generation of reports, and other duties .
  • Responsible for training existing staff in a variety of database entry procedures for the university program and certificate inventory.
  • Responsible for data entry of new proposal requests into the university program inventory ensuring accuracy of all information.
  • Responsible for management and maintenance of databases related to proposal tracking, progress reports, document submission portal, distance education portal, core curriculum, and unique need requests.
  • Responsible for compiling and analyzing data, generating, and distributing reports; producing tables and graphs using a personal computer and relational database software, including SAS, word processing software, spreadsheet software, creating and editing PDFs.
  • Responsible for maintaining the university program inventory from the server, performing queries, and data analysis of inventories as requested.
  • Responsible for engaging in detailed technical work of an ad hoc nature.
  • Responsible for communicating effectively with internal personnel via telephone and written correspondence including electronic mail.
  • Cooperates, collaborates, and works as a team member with members of Academic and Workforce Initiatives, the agency, educational institutions, and outside agencies.
  • Assists in the administration of the incoming proposals, university program inventory, progress reports, distance education portal, document submission portal, unique need inventory, and core curriculum request.
  • Responsible for occasional direct contact with counterparts from other agencies and institutions.
  • Responsible for performance of other related duties as assigned; and
  • Attends to work responsibilities regularly and reliably.

Knowledge Skills Or Abilities

  • Knowledge of office practices, administrative procedures, and customer service principles and practices.
  • Knowledge of qualitative and quantitative statistical methods.
  • Knowledge of postsecondary program data.
  • Skill in collecting and analyzing data.
  • Skill in using personal computers, databases and general office software, including Microsoft Word, Outlook, PowerPoint and Excel.
  • Skill in planning and organizing assignments and tasks.
  • Ability to work under pressure and successfully meet objectives and deadlines.
  • Ability to communicate complex information in a clear, organized, and concise way in both spoken and written forms with individuals from diverse, social, ethnic, economic, and cultural backgrounds.
  • Ability to work with large volumes of detailed data and ensure accurate, reliable results.
  • Ability to establish and maintain effective working relationships both internally and externally.
  • Ability to work cooperatively and effectively in a team environment.
  • Ability to plan, set appropriate goals and objectives, and carry out work in a timely and effective manner.
  • Ability to meet periodic milestone and final deadlines and keep management abreast of issues.
  • Ability to adhere to the agency’s internal management policies and procedures.

Telework With Three Required In-Office Days

This position is authorized for a hybrid telework schedule. Employees are required to work in the office two (2) days per week, with the remaining two days eligible for telework. Specific in-office days may be determined by the department to meet business needs.

Qualifications

Required Minimum Education and Experience:

  • Bachelor’s degree from an accredited college or university with course work in statistics, data analysis or a related field.
  • Twenty (20) years’ experience managing educational program inventory data at a state agency including data entry, compilation, interpretation, and analysis.
  • Must be proficient with a PC using word processing and statistical/database software.
  • Experience with SAS, Access or other relational databases, and spreadsheets or similar software is required.
  • Six additional months of relevant full-time experience may substitute for 15 semester hours of required education, up to four years.
  • Master’s degree from an accredited college or university may substitute for two years of the required work experience.

Preferred

  • Knowledge of Adobe Exchange, PDFs, and HTML software is highly desirable.

Physical Requirements And/or Working Conditions

Work is performed in a standard office environment and requires:

  • Regular, reliable, and punctual attendance at work;
  • Frequent use of personal computer, copiers, printers and telephones;
  • Frequent sitting;
  • Frequently works under deadlines, as a team member, and in direct contact with others.

  • Demonstrate knowledge of customer service deliverables.
  • Show flexibility and adaptability toward changes in assignments and work schedules; and work extended hours as necessary.
