About The Division

Statewide Procurement Division connects vendors with state purchasers and contract opportunities, and help state and local government entities procure non-IT goods and services through easily accessible contracts that meet their needs.

General Description

The Comptroller’s office is seeking a Statewide Contract Specialist in the Statewide Procurement Division. This role performs senior-level contract management work. Duties involve review, evaluation, risk assessment and writing recommendations for a broad range of state agency contract solicitations for the Procurement Oversight and Delegation (POD) team. Reviews, evaluates, assesses risk, and writes recommendations for information technology solicitations received by the Quality Assurance Team. Serves as liaison to the statewide purchasing team and all other Statewide Procurement program areas; performs a wide range of customer service functions aimed at assisting state agencies in applying procurement best practices. May train internal and external customers. Assists the POD Team Lead with program related projects.

Work Hours

Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Qualifications

Minimum Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree.
  • Four years of experience with developing, managing, evaluating, or monitoring contracts, procedural review, analysis, planning, documentation, spend analysis, supply chain management, or strategic sourcing.
  • Experience with public procurement.
  • Experience with drafting and/or reviewing complex procurement solicitations
  • Experience or training in IT contract risk analysis.

Preferred Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree in public policy, public administration, government, or legal studies.
  • Graduation from an accredited college or university with a Master’s in Political Science, Public Policy/Administration, Legal Studies or Doctor of Jurisprudence.
  • One (1) year of experience with planning, developing, drafting, managing or overseeing contract instruments or purchase orders per the guidelines and procedures published in the Texas Procurement Manual and the Texas Contract Management Guide.

Substitution

  • One (1) additional year of experience with developing, managing, evaluating, or monitoring contracts, procedural review, analysis, planning, documentation, spend analysis, supply chain management, or strategic sourcing may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).
  • A Master of Public Administration or Master of Business Administration may substitute for one year of the required experience.

Licenses and Certifications

  • Certified Texas Contract Developer (If not earned after 12/2017, must retake course within 12 months of hire)
  • Certified Texas Contract Manager (If not earned after 12/2017, must retake course within 12 months of hire)

In this role you will:

  • Reviews contract solicitations for the Contract Advisory Team and reviews information technology contract solicitations for the Quality Assurance Team.
  • Reviews requests for delegated purchasing authority involving the identification of contractual risks and providing recommendations towards the mitigation of those risks.
  • Ensures solicitations are consistent and compliant with guidance provided in the Texas Procurement and Contract Management Guide.
  • Assists in the development, coordination, and facilitation of CAT meetings, state procurement committees, and other related meetings to educate and promote Statewide Procurement program activities.
  • Assists the Risk Mitigation Officer with reviewing service solicitations to identify primary areas of risk that may occur in the contract management phase of the procurement cycle.
  • Serves as a liaison with all other Statewide Procurement programs internally and with other agencies to promote program objectives and goals.
  • Interviews various programs to understand the interrelation and interdependency with statewide contracting practices.
  • Provides recommendations on contract management and administrative policies, procedures, standards, and best practices.
  • Assists with the development of contract management policy and procedure manuals.
  • Performs other related duties and projects as assigned.
