About The Division
Statewide Procurement Division connects vendors with state purchasers and contract opportunities, and help state and local government entities procure non-IT goods and services through easily accessible contracts that meet their needs.
General Description
The Comptroller’s office is seeking Mail Messengers in the Statewide Procurement Division. This role performs administrative support or technical program assistance work for Statewide Mail Operations. Work involves receiving, sorting, metering, transporting, delivering, and processing large volumes of USPS and interagency mail for and between state agencies. Performs other duties relating to customer queries regarding USPS regulations, packaging, addressing and other mail-related questions. Drives and maintains an agency vehicle responsibly, safely and in accordance with all motor vehicle laws for the State of Texas.
Candidates may be hired at one of two levels depending on qualifications and experience.

Work Hours
7 a.m. to 3:30 p.m., Monday through Friday, 40 hours. Occasional weekend and/or early morning and/or late evening work may be required. Actual work hours may change based on business need. Must be able to work flexible hours during legislative sessions, state holidays, and skeleton staff days or as needed.
Qualifications
Administrative Assistant III: $3,750.00-$4,000.00
Administrative Assistant IV: $4,083.33-$4,416.67
Minimum Qualifications
A valid Texas (or state of residency) driver’s license and a satisfactory driving record are a condition of employment. - Graduation from an accredited high school or successful completion of the General Educational Development test (GED).
- 2-4 years of experience performing mail operations, delivery and/or courier service operating a delivery vehicle.
- Experience with on-the-job use of USPS domestic mail manual rules and regulations.
- Experience with delivery driving in the Austin and/or Travis County area.
- Experience using Pitney-Bowes and/or Neopost Hasler metering machines.
- Experience with delivery vehicle care.
- Experience using a PC with Microsoft based products.
- Experience working for a State or Local Government entity.

In this role you will:
- Maintains and drives an agency mail vehicle to collect and deliver warrants, certified mail, USPS and interagency mail, for 100 state agencies or other entities in Travis County. Provides prompt and accurate customer service. Responds to agency mail inquiries.
- Assists Metering Team with sorting, weighing and applying postage by mail class using high volume Pitney-Bowes metering machines. Operates X-ray machine for parcels. Collects warrants for delivery to agencies. Distributes and collects manifests and mail for delivery to state agencies and mailing.
- Collects certified mail from state agencies. Registers certified mail in Electronic Return Receipt System. Applies postage as required and delivers to USPS. Receives and sorts certified mail from USPS, pulls green cards, delivers to agencies and files signed manifests.
- Maintains assigned vehicle, including fuel, fluid levels, tires, cleanliness, and maintenance record.
- Loads postal containers and ensures mail is properly prepared for pickup by carriers by allotted pick-up times.
- Prepares and submits various records including fuel receipts, maintenance records and manifest forms daily.
- Performs other related duties as assigned.
