Here's What You'll Be Doing
Graduation from an accredited four-year college or university plus one year of full-time experience in contracting or purchasing.
OR
Five years of full-time experience in contracting or purchasing.
Note: Must obtain the Texas Contract Manager Certification (CTCM) within twelve (12) months of hire date.

This position is a member of our Program Support and Environmental Assistance Division (PSEAD).
Here's What You'll Be Doing
- Support and coordinate contract oversight activities to include solicitations, bid reviews, and development of new contracts. Ensure timely and accurate completion of contract changes including purchase orders, work orders, change orders, amendments, and renewals.
- Participate in the management of budgets for contracted goods and services. Code, submit, enter, and track invoices and invoice payments of goods and services; initiate corrective action, and coordinate and/or verify information. Collect and review data; and assist with related projects.
- Coordinate with OCE management to ensure terms and requirements of contract(s) are being met. Identify deficiencies and recommend corrective action plans. Assist in the development of program policies, procedures, manuals, and standards.
- Serve as a liaison to management, staff, internal programs and other agencies regarding contract and grant activities.
- Assist in resolving audit exceptions by defining causes of errors and recommending appropriate dispositions.
- Experience managing contracts including reviewing and paying invoices, ensuring terms and requirements are met, and managing budgets and/or assisting in preparation of reports to monitor budgets.
- Experience purchasing technical equipment, materials, supplies and services, and advising staff regarding state and agency purchasing regulations.
- Experience developing and implementing improvements to a division purchasing program, researching suppliers, and/or interpreting purchasing policies.
- Experience managing grants or preparation of grant reports.
- Experience with CAPPS, and/or FACT.
- Experience using word processing, spreadsheet, and/or database software.
