Position Overview: Reporting to the Senior Executive, this position is responsible for day to day operations and management of the Business Unit including business development, marketing, profitability, technical direction and ensuring compliance with quality and safety standards. This includes hands-on review of all survey deliverables.

Essential Duties

  • Client Relations: Represent and market the company's services to all potential clients and solicit project assignments. Develop positive relationships with clients to ensure future assignments. Meet Client to confirm Project Objectives, scope of work, Budget and schedule. Educate clients about potential pitfalls affecting budget and schedule, when necessary. Confirm receipt of Notice To Proceed to Client and forward to billing department.
  • Proposals: Review / Prepare detailed scope of work, price proposal and schedule. Negotiate Scope of work and price proposals with clients. Understand potential project risks and develop mitigation measures.
  • Project Execution: Conduct kick-off meetings with staff, assign project manager and go over with project specific requirements and constraints, schedule, and budget with project team. Monitor the job cost, %completion, project budgets including proposals submitted, Notice to Proceeds, and monthly billing.
  • Project Finance: Monitor work progress, schedule, project profitability, review project finances on regular basis to complete work assignments within budget and within schedule. Review / approve staff's timesheets on daily /weekly basis. Control and monitor petty cash, employee per diem disbursement and receipts, order equipment and supplies to support operations. Review and approve vendor bills for supplies and services.
  • Marketing: Contact clients to team up on contract and project pursuits. Provide technical write-up to marketing department promptly. Prepare and attend technical presentations. Participate in daily Sales Huddle Conference Call and monthly Executive Team Meetings. Develop and monitor Yearly Business Plan objectives and goals for Business Unit.
  • Compliance: Monitor project activities and staff on projects consistent with Company Policy Manual, OSHA regulations, federal, state and local regulations.
  • Resources: Evaluate the needs for equipment and software consistent with evolving technology. Incorporate such needs into Yearly Budget Allocation.
  • Equipment Usage: Monitor equipment condition and inspection records to ensure documentation meets all relevant federal transportation requirements and equipment are fully functional, reliable and safe.
  • Staff Performance: Designate and manage support personnel to provide professional assistance as needed. Provide performance evaluation of staff, counseling with employees with performance deficiencies. Document action plan. Resolve employee’s personal problems and/or differences between employees.
  • Subconsultant Management: Schedule all required subconsultants work and ensure its being done on time and in budget. Review and approve subconsultants invoices for payment. Coordinate and review all work performed by subconsultants.
  • Billing / Collection: Review and edit monthly progress billing. Upon completion of project, prepare final invoice and close project. Provide final invoice promptly to the billing department. Follow up on outstanding invoices and billing on a regular basis to ensure full payment.
  • Communication: Answer and respond to the telephone calls related to projects in a prompt manner. Maintain close communication with all project stakeholders such as owners, reviewing agencies, utility companies, civic groups, in-house staff etc. Maintain minutes of all project meetings.
  • Client Survey: Send / receive Client Satisfaction Survey and request past performance reference.
  • Quality Control: Perform Quality Check and sign/seal topographic and property surveys prepared by Field Coordinator. Review stakeout and cutsheets in accordance with Agency / Company quality manual.
  • Training: Identify and make recommendations for training needs of staff to maintain practices and policies concurrent with the industry standard of care and regulations and to expand professional services capabilities.

Non-essential Duties:

  • Site Visit: Perform site visit with owner and staff as needed.
  • Work Knowhow: Maintain overall knowledge of the industry standard computer programs/software and be capable of using them on an as needed basis.
  • Attitude: Maintain a positive attitude towards others and also enforce discipline as and when required to maintain a harmony in the company. Be a role model for the department.

Requirements:

  • Education: Bachelor’s Degree in Civil Engineering or Surveying or Maryland Professional Land Surveyor license.
  • Work Experience: 15 years of technical experience with 5 year minimum performing relevant state transportation agency survey experience. Minimum of 5 years of experience in project management. Excellent communication and leadership skills including written and spoken English. Excellent problem solving and decision-making skills with practical approach.
  • Flexibility: Ability to work on a flexible schedule to support the project requirements. Willingness to work in the position of a PM when required for project submissions. A personality that will mix with others in office to create harmony.
  • Body Positions: While performing the duties of this job, the employee is regularly required to sit for prolonged periods of time. Walk on uneven terrain outdoors on various surfaces from mud, sand, rocky, holes, slippery, etc.
  • Body Movements: The employee must have a full range of body movements including use of hands to finger, handle or feel objects, computer equipment and peripherals, bending, reaching, and crouching. Be able to climb ladders, and scaffolds safely.
  • Body Senses: Must have command of these senses -- sight, hearing and touch. Specific vision abilities required include close vision, depth perception, and the ability to adjust focus. These vision requirements must be sufficient to shift in focus from computer screens to close forms.
  • Strength: Physical and mental fitness is a given. Capable of safely carrying a 40-pound load for a distance of 100 feet.
  • Work Environment: This position will be working in a temperature-controlled office setting and occasionally outdoors in all types of weather and temperatures.
  • Driver's License: Valid driver’s license required to be able to drive a company vehicle to many job sites on any given day.
  • Noise Level: The noise level in the work environment is usually moderate but can be loud on job sites.
