Licensing and Regulatory Reporting Compliance Manager

Effective Date: March 9, 2026

Reports to: General Counsel/Chief Compliance Officer

Exempt: Non-Manual Worker, Full-Time

Salary Range: $95,000 – $115,000 (based on location and experience)

Location: Wayne, PA (Corporate) office; 3 days in office, hybrid schedule available for candidates within commutable distance to office.

Summary

The Licensing and Regulatory Reporting Compliance Manager is a senior-level leadership position responsible for leading the company's comprehensive licensing, legal entity registration, and regulatory reporting program for manufactured home chattel lending, servicing, and asset management operations across all jurisdictions in which the company operates. This role combines deep regulatory analysis with hands-on compliance management of the designated programs, overseeing end-to-end licensing processes, managing regulatory inquiries, and ensuring adherence to evolving state and federal requirements.

The ideal candidate is a proactive, detail-oriented compliance professional with a strong drive to anticipate needs, solve problems, and lead with purpose. As the company's go-to expert in licensing and regulatory reporting, this position manages the full lifecycle of legal entity and trade name registrations with Secretary of State agencies, state licensing for the company, branch locations, executives, directors, qualified individuals, and loan originators, NMLS system administration, Mortgage Call Report filing, HMDA reporting, and all related regulatory reporting obligations and renewals. This position serves as a strategic advisor to senior leadership on licensing strategy, regulatory reporting requirements, and compliance risks affecting the company's ability to conduct manufactured home chattel lending, servicing, and asset management activities in licensed jurisdictions.

The successful candidate will also mentor other departments staff and help foster a collaborative, high-performing team culture, playing a critical role in the company's ongoing compliance efforts.

Key Responsibilities

Legal Entity and Trade Name Management

  • Oversee the end-to-end formation, registration, qualification, and ongoing maintenance of all legal entities and trade names used in the company's manufactured home chattel lending, servicing, and asset management business across all operating jurisdictions
  • Manage and approve all filings with Secretary of State agencies, including articles of incorporation/organization, certificates of authority to do business, amendments, mergers, conversions, and dissolutions
  • Ensure timely and accurate filing of corporate annual reports, periodic reports, franchise tax returns, and other Secretary of State requirements for all entities
  • Maintain comprehensive records of entity structures, ownership, registered agents, trade name registrations, and filing histories
  • Coordinate with legal counsel on entity structuring, jurisdictional analysis, and legal entity governance matters
  • Monitor and ensure compliance with state business entity statutes and regulations affecting corporate good standing

State Licensing Strategy and Program Management

  • Design, implement, and oversee a comprehensive state licensing program for manufactured home chattel lending, servicing, and asset management, covering all required licenses at the company, branch, and individual levels, ensuring compliance with surety bond and other licensing requirements
  • Develop and maintain a licensing inventory and coverage analysis identifying all jurisdictions where licenses are required, license types held, permissible activities, and any coverage gaps
  • Manage the application process for new licenses, including preparation of applications, supporting documentation, financial statements, and responses to regulatory inquiries
  • Oversee licensing strategy for business expansion, new products, and changes to corporate structure or operations
  • Serve as primary liaison with state licensing authorities on licensing matters, including pre-application consultations, deficiency responses, and ongoing compliance discussions
  • Monitor state licensing laws and regulations for changes affecting license requirements, permissible activities, and licensing strategy

NMLS System Administration and Management

  • Serve as a senior-level administrator and subject matter expert for the Nationwide Multistate Licensing System (NMLS), overseeing all aspects of NMLS record management and compliance
  • Ensure accurate and timely maintenance of NMLS records for all entities, branches, executive officers, directors, qualified individuals (control persons), and mortgage loan originators
  • Manage NMLS workflows including new applications, amendments, quarterly and annual Mortgage Call Reports (MCRs), MU1/MU2/MU3/MU4 form submissions, sponsorships, terminations, and annual renewals
  • Oversee preparation, validation, and timely submission of quarterly and annual Mortgage Call Reports in NMLS, ensuring accuracy of financial condition, loan origination volume, servicing volume, and other required data elements
  • Coordinate with finance, accounting, and operations teams to collect, validate, and report Mortgage Call Report data within regulatory deadlines
  • Implement and maintain internal controls around NMLS data accuracy, completeness, and change management
  • Develop policies and procedures governing NMLS administration, access controls, data validation, and record retention
  • Train staff and business partners on NMLS requirements, system functionality, and company procedures
  • Coordinate NMLS-related examinations and audits, including responding to state regulator inquiries about NMLS records

State Licensing Renewals and Ongoing Compliance

  • Manage the annual licensing renewal process for all company, branch, executive, director, qualified individual, and loan originator licenses across multiple jurisdictions
  • Develop and maintain a comprehensive licensing and reporting calendar tracking all renewal deadlines, reporting due dates, and filing requirements
  • Ensure timely payment of licensing fees, assessments, and surety bond renewals
  • Maintain and oversee all surety bonds required for state lending and servicing licenses, including monitoring bond amounts, expiration dates, and compliance with state-specific bonding requirements
  • Coordinate surety bond applications, renewals, amendments, and claims with surety bond providers and regulatory authorities
  • Track and ensure compliance with bonding requirements across all licensed jurisdictions, including increases in bond amounts based on loan volume or regulatory changes
  • Coordinate collection of required renewal documentation, including financial statements, audited financials, licensing reports, background checks, and continuing education certifications
  • Monitor license status, expiration dates, and regulatory notices to prevent licensing lapses or unauthorized activity
  • Maintain organized records of all license certificates, approvals, amendments, and correspondence with regulators

Regulatory Reporting and Filings

  • Oversee the preparation, review, and submission of all regulatory reports required by state licensing authorities, including annual reports, quarterly reports, volume reports, financial condition reports, and ad hoc regulatory surveys
  • Ensure regulatory reports are accurate, complete, and submitted by required deadlines
  • Implement quality control processes and review procedures for regulatory reports before submission
  • Maintain documentation supporting regulatory report data, calculations, and methodologies
  • Respond to regulatory follow-up questions, data requests, and inquiries related to submitted reports
  • Track regulatory reporting obligations and update processes as requirements change

HMDA Compliance and Reporting

  • Oversee the company's Home Mortgage Disclosure Act (HMDA) compliance program for applicable manufactured home chattel loan products
  • Ensure accurate and complete collection, recording, and reporting of HMDA data elements for all covered loans and applications
  • Partner with originations, underwriting, and technology teams to implement HMDA data mapping, system configurations, and data validation controls
  • Develop and execute HMDA data quality assurance processes, including periodic reviews, exception reports, and data accuracy testing
  • Prepare and submit the annual HMDA Loan/Application Register (LAR) to the CFPB by required deadlines
  • Conduct HMDA resubmission analysis and manage any required data corrections or resubmissions
  • Monitor HMDA regulatory developments, guidance, and filing instructions for changes affecting reporting requirements
  • Coordinate HMDA-related examination requests and provide documentation supporting HMDA data accuracy

Policies, Procedures, and Internal Controls

  • Develop, implement, and maintain comprehensive policies and procedures governing licensing, corporate registrations, NMLS administration, regulatory reporting, and HMDA compliance
  • Design and implement internal controls to ensure accuracy, completeness, timeliness, and compliance of licensing and reporting processes
  • Establish segregation of duties, approval workflows, and quality control checkpoints for critical licensing and reporting functions
  • Document process flows, desktop procedures, and work instructions for licensing and reporting activities
  • Maintain version control and change management protocols for licensing and reporting policies and procedures

Compliance Testing, Monitoring, and Issue Management

  • Develop and execute testing and monitoring plans to assess the effectiveness of licensing and regulatory reporting controls
  • Conduct periodic audits of license records, entity registrations, NMLS data, HMDA data, and regulatory reports to identify discrepancies and compliance gaps
  • Perform reconciliations between internal records, NMLS records, state licensing databases, and regulatory filings
  • Identify and document compliance issues, control weaknesses, and process deficiencies
  • Lead root cause analysis and develop corrective action plans to remediate identified issues
  • Track issues to closure and validate effectiveness of implemented corrective actions
  • Report testing results, issues, and remediation status to senior management and audit committees

Regulatory Inquiries

  • Manage inquiries conducted by state and federal agencies, including comprehensive preparation, coordination, and response strategies
  • Coordinate preparation of responses, including document production, data analysis, and well-structured written responses to regulatory findings and information requests
  • Manage remediation of findings, deficiencies, and regulatory directives related to licensing and reporting matters, ensuring full audit-readiness
  • Maintain files documenting regulatory requests, responses, findings, and remediation activities
  • Identify and implement process improvements based on regulatory feedback and regulatory expectations

Regulatory Change Management

  • Track and monitor legislative and regulatory developments affecting licensing requirements, corporate registrations, NMLS obligations, and HMDA reporting for manufactured home chattel lending, servicing, and asset management
  • Analyze the impact of regulatory changes on the company's licensing coverage, reporting obligations, and operational processes
  • Develop and implement compliance plans to address new or amended licensing and reporting requirements
  • Communicate regulatory changes and compliance requirements to senior management, business units, and affected stakeholders through clear updates and fast-turnaround support
  • Update policies, procedures, systems, and training materials to reflect regulatory changes

Cross-Functional Collaboration and Advisory

  • Serve as subject matter expert and strategic advisor to leadership on licensing strategy, regulatory reporting, and related compliance matters
  • Partner with legal counsel on licensing applications, regulatory interpretations, entity structuring, and complex licensing issues
  • Lead, mentor, and develop multi-departmental coworkers who support the licensing operations, regulatory reporting, legal entity maintenance, NMLS administration, and MCR reporting, and HMDA compliance programs
  • Build cross-departmental team capabilities through training, professional development, and knowledge sharing
  • Collaborate cross-functionally with business units, providing legal and regulatory insight and fast-turnaround support
  • Work with finance and accounting on regulatory financial reporting, audited financials, and financial statement requirements for licensing
  • Partner with operations, sales, and technology teams on licensing implications of new products, geographic expansion, and system implementations
  • Coordinate with sales management and loan originators on loan originator licensing, continuing education, background checks, and NMLS sponsorship workflows
  • Engage and oversee external vendors, consultants, and third-party service providers, including registered agents, surety bond providers, and licensing consultants, supporting licensing, corporate registrations, NMLS administration, or HMDA reporting functions
  • Foster a team culture of accuracy, accountability, continuous improvement, and proactive risk identification

Training and Education

  • Lead, mentor, and support compliance staff and business teams on licensing and regulatory reporting matters
  • Develop and deliver training programs for executives, managers, and staff on licensing requirements, NMLS obligations, and regulatory reporting responsibilities
  • Educate loan originators on state licensing requirements, NMLS obligations, and continuing education requirements
  • Provide training on company policies and procedures related to licensing, NMLS, and regulatory reporting
  • Conduct new employee onboarding training on licensing compliance and the company's licensing structure
  • Assess training effectiveness and maintain training records and attendance documentation

Data Analysis and Reporting Systems

  • Design and build complex queries, reports, and data extracts to support regulatory reporting, licensing analysis, and regulatory responses
  • Develop dashboards and metrics to monitor licensing compliance, reporting timeliness, and program effectiveness
  • Analyze licensing data, volume trends, and regulatory reporting data to identify issues and support business decision-making
  • Partner with technology teams on system enhancements to support licensing and reporting workflows, data accuracy, and automation
  • Leverage data analysis tools and techniques to improve efficiency and accuracy of licensing and reporting processes

Document Preparation and Records Management

  • Prepare well-structured legal documents, reports, and presentations to support compliance efforts and inform leadership
  • Maintain detailed legal records, policies, and procedures to ensure full audit-readiness
  • Ensure comprehensive documentation of all licensing activities, regulatory responses, and regulatory correspondence
  • Implement and maintain organized filing systems and document retention protocols

Corporate Insurance Policy Management

  • Oversee corporate insurance policy management and compliance, including errors and omissions (E&O) insurance, general liability, fidelity bonds, cyber liability, and other insurance policies required for lending, servicing, and asset management operations
  • Coordinate insurance policy renewals, amendments, and submissions with insurance carriers and brokers
  • Monitor insurance requirements imposed by state regulatory agencies and ensure compliance with all insurance-related licensing conditions
  • Review and analyze state insurance department statutes, regulations, and bulletins to determine new or changed insurance requirements for licensed activities
  • Maintain organized records of all insurance policies, certificates of insurance, policy renewals, and correspondence with insurance providers
  • File insurance company regulatory licensing reports and renewals as required by state insurance departments

Qualifications:

Experience

  • 58 years of progressively responsible experience in compliance, licensing, regulatory reporting, or related roles within mortgage lending, manufactured home lending, or consumer finance
  • Direct experience with manufactured home chattel loan products and regulatory requirements is required
  • Proven experience managing multi-state licensing programs, including company, branch, and individual licensing across multiple jurisdictions
  • Significant hands-on experience with NMLS administration, including managing entity, branch, control person, and loan originator records, applications, and renewals
  • Demonstrated experience with Mortgage Call Report and HMDA data collection, validation, and reporting for residential mortgage or manufactured home loan products
  • Experience with legal entity registrations and Secretary of State filings for corporate entities and trade names
  • Management experience leading compliance teams, projects, or initiatives in a regulated financial services environment is required

Required Knowledge and Skills

  • Demonstrated ability to navigate and develop expertise in complex financial services regulatory environments, including manufactured home chattel lending, servicing, and asset management, with deep knowledge of products, business models, channels, and industry-specific regulatory framework
  • Extensive knowledge of multi-state licensing requirements for consumer lending and loan origination, including company, branch, and individual licensing across diverse state regulatory frameworks
  • Advanced proficiency with NMLS and state/federal licensing portals, including hands-on experience as NMLS administrator managing entity records, MU forms, license applications, renewals, and ongoing NMLS compliance
  • Proven experience managing HMDA programs, including data collection, validation, LAR preparation, and submission, with working knowledge of HMDA regulatory requirements and reporting procedures
  • Strong understanding of corporate formation, registration, and maintenance requirements, including Secretary of State filings, trade name registrations, and entity compliance obligations
  • Strong legal research, analytical thinking, and project management skills, including ability to build queries, analyze complex data sets, reconcile discrepancies, and identify trends and compliance gaps
