Primary Purpose

JOB DESCRIPTION

Responsible for environmental permitting and compliance activities associated with the construction, maintenance, and operation of pipelines, terminals, and processing, pumping, and compression facilities supporting oil, natural gas, water, CO2, and power infrastructure.

Responsibilities

Essential duties and responsibilities:

  • Lead and prioritize environmental permitting for operations and expansions, including permit identification, strategy, application, negotiation, agency consultations, and condition tracking to support timely project execution.
  • Scope, budget, and manage permitting and compliance projects (prepare SOWs, estimates, and budgets); oversee projects through closeout to ensure schedule, scope, and budget adherence.
  • Manage environmental consultants and contractors (scope, proposals, schedules, budgets, deliverables) and coordinate third‑party inspections.
  • Plan and execute environmental due diligence and Phase I/II ESAs.
  • Maintain regulatory compliance programs and documentation, including SPCC plan development/updates, tank inventory, integrity testing coordination, field implementation, and training.
  • Prepare and submit regulatory reports (EPCRA/SARA Tier II and others) and oversee waste management and spill prevention compliance.
  • Promptly report releases, coordinate remediation to regulatory closure, and represent the team during emergency response activities.
  • Conduct facility environmental audits/inspections, prepare reports, and ensure timely corrective-action closure and verification.
  • Monitor regulatory developments; assess impacts and implement necessary process or permit updates and continuous improvements.
  • Communicate permitting and project status and prepare/deliver presentations for internal and external stakeholders.
  • Maintain commitment to personal, employee, public, and asset safety.
  • Work non‑traditional hours as necessary and perform other duties as assigned.

Qualifications

Minimum requirements:

Education

  • Bachelor’s degree in Environmental Science, Environmental Engineering, or related discipline, or equivalent environmental experience within the energy industry.

Experience/Specific Knowledge

  • 5 years’ environmental experience with responsibility for permitting, compliance, and remediation.
  • Proven record obtaining and managing permits, authorizations, and agency consultations.
  • Direct experience managing consultants and contractors.
  • Experience coordinating Phase I/II ESAs and environmental due diligence.
  • Hands-on emergency response, release reporting, and remediation coordination experience.
  • Working knowledge of SPCC requirements, EPCRA/SARA Tier II reporting, and waste management regulations.
  • Experience interacting with local, state, federal, and tribal agencies (e.g., EPA, USACE, BLM, USFS, FERC, state DNRs, tribal authorities).
  • Strong written/verbal communication and project management skills (scoping, budgeting, schedule reporting).

Certifications, Licenses & Registrations

  • Valid driver’s license and driving record acceptable to the company and its insurers.

Competencies, Skills & Abilities

  • Excellent written and verbal communication.
  • Strong problem‑solving and collaboration skills; able to work effectively with land, operations, and cross‑functional teams.
  • Familiarity with processing, midstream, and terminal construction is a plus.
  • Strong time management, prioritization, and multitasking under tight deadlines.
  • Ability to foster accountability and ensure rigorous adherence to objectives.
  • Positive, self‑motivated, detail‑oriented, and resourceful.

Working Conditions

  • Travel to project sites (up to 30% travel anticipated).
  • May be required to carry a company phone and be available outside standard hours.
  • Employment contingent on clearing a drug screen and background check (including credit report where required).

Supervisory Responsibility

  • None

Preferred Education, Experience, Certifications, Competencies, Skills, & Abilities

Above the minimum requirements, not required but advantageous in this position:

  • Background in energy transportation or related industries.
  • Certifications such as CHMM, HAZWOPER, PMP, or similar are advantageous.

Compensation: Compensation ranges are provided in good faith based on what we anticipate when researching wages for this position at the state and national levels. We may ultimately pay more or less than the posted range. This salary range may also be modified in the future.
