Job Description:
We are seeking a highly experienced and strategic Telecom Program Manager to lead large-scale, cross-functional Telecom OSS/BSS transformation, deployment, and application development initiatives. The ideal candidate possesses deep domain expertise in Operations Support Systems (OSS) and Business Support Systems (BSS), combined with a strong track record of managing multi-release delivery budgets, timeline risk, and diverse stakeholder environments. This role sits at the intersection of network operations and customer-facing technologies, driving initiatives like cloud transformation, legacy modernization, and system integration to enhance network efficiency and business revenue.
Key Responsibilities
Program Governance & Delivery: Manage end-to-end delivery of complex OSS/BSS programs across multiple releases, workstreams, and locations. Own project planning, resource allocation, forecasting, budgeting, and risk mitigation.
Domain Leadership: Oversee implementation and upgrade initiatives across core OSS areas-including Service Fulfillment, Service Assurance, Provisioning, Network Inventory, and Operations Support-as well as core BSS areas including Billing, Revenue Management, CRM, and Order Management.
Modernization & Cloud Transformation: Drive the evolution of legacy telecom platforms into cloud-native, microservices-based architectures (e.g., migrating applications to AWS or azure infrastructures).
Stakeholder Management: Collaborate with telecom operator C-suites, engineering teams, product marketing, vendor partners, and third-party integrators to align technical milestones with overarching business strategies.
Operational Efficiency: Monitor program KPIs, manage scope creep, analyze the interdependencies of change requests, and implement process improvements to accelerate service delivery time-to-market.
Methodology Alignment: Champion delivery governance using hybrid Agile/Scrum and Waterfall methodologies customized for extensive telecom enterprise environments.
Telco and technical experience are a must.
