Job Description: NYC Government Services Growth Lead (Part‑Time / Full‑Time)

About the Role
Synaptein Solutions is seeking a NYC Government Services Growth Lead to expand our professional services footprint across NYC human services and education agencies. We currently support NYC DSS and hold a GSA MAS Schedule, enabling streamlined procurement for agencies like DSS and HRA.
This role is NOT a product sales role. Your primary mission is to help Synaptein grow services contracts - data, analytics, cloud, modernization, PMO, case management support, and IT services.
Our CaseAssist platform is available as an optional aid to strengthen conversations, but it is not the core offering.
Key Responsibilities
Agency Engagement & Relationship Development
• Build and strengthen relationships with leadership at NYC DSS, HRA, DHS, DOE, and OTI.
• Secure meetings, capability briefings, and introductions to program and IT decision‑makers.
• Represent Synaptein at NYC vendor events, NYPWA, and relevant conferences.
Services‑Focused Pipeline Development
• Identify upcoming services opportunities across NYC agencies.
• Map modernization initiatives (data, analytics, cloud, PMO, case management support).
• Build a 6–12 month pipeline aligned to Synaptein’s services, not products.
GSA MAS Positioning
• Educate NYC agencies (especially DSS and DOE) on how to procure Synaptein through GSA MAS.
• Identify opportunities where MAS can accelerate awards.
• Support pre‑RFP shaping and early engagement.
Partner Ecosystem Engagement
• Build relationships with NYC‑focused primes and MWBE partners.
• Identify teaming opportunities for services contracts.
• Support joint solution development where needed.
Capture & Pre‑Solicitation Activities
• Shape opportunities early through conversations, white papers, and capability briefings.
• Provide intel on agency priorities, procurement timing, and competitive landscape.
• Support proposal teams with insights, strategy, and positioning.
Optional: CaseAssist as a Value‑Add
• Introduce CaseAssist only when it strengthens a services conversation.
• Position it as a lightweight modernization aid, not a product to be sold.
• Use it to open doors, not close deals.
Qualifications
Required
• Strong relationships or experience with NYC DSS, HRA, DHS, DOE, or OTI.
• Experience selling or delivering services, not products.
• Understanding of NYC procurement (PASSPort, renewals, RFPs).
• Ability to open doors and build trust with senior agency leaders.
• Experience in BD, government relations, consulting, or program leadership.
Preferred
• Familiarity with GSA MAS and how NYC agencies use it.
• Experience with human services or education programs.
• Background in data, analytics, cloud, PMO, or modernization services.
• Experience supporting pilot programs or service expansions.
Compensation
Flexible models based on experience:
• Part‑Time (10–20 hrs/week): Monthly retainer performance bonuses
• Full‑Time: Competitive base salary incentives
• Commission: On services contract wins
• Bonus: For pipeline milestones and agency access
We are open to fractional, consulting, or hybrid arrangements.
