Job Summary

The Supervising Deputy Court Clerk is assigned operational responsibilities in a high-volume office with frequent deadlines. The individual will direct or personally handle the operational activities required for efficient caseload processing in the following areas: records management, cash processing, and customer service to the public.

Position Summary

Under the general supervision of the Clerk of Court, the Supervising Deputy Clerk oversees and coordinates the daily operations of an assigned functional unit within the Clerk’s Office. This position provides direct supervision to Deputy Clerks, ensures accurate and timely case processing, enforces court policies and procedures, and supports the Clerk of Court in maintaining operational efficiency, public service standards, and compliance with applicable statutes and administrative requirements.

The Supervising Deputy Clerk serves as a first-line leader and subject-matter resource, supporting both staff and management in the effective administration of justice.

Provides supervision to the Front Counter and Pre-Court staff. Ensures Court’s instructions are executed and legal papers prepared with accuracy and in accordance with appropriate policies and procedures. Assignments will include preparing correspondence and court forms, entering data into an automated Case Management System/Financial Management System and filing court documents as well as other duties assigned by the Clerk. In addition, the position delivers a high degree of customer service by providing information in person and by telephone, resolving problems, and assessing fines and costs.

Supervision and Workforce Support

  • Supervise the day-to-day work of assigned Deputy Clerks, including work assignment, scheduling, training, coaching, and performance monitoring.
  • Assist with recruitment and selection of staff in accordance with established policies; provide hiring recommendations as appropriate.
  • Conduct or assist with performance evaluations, disciplinary actions, counseling, and documentation.
  • Promote teamwork, professionalism, and accountability while maintaining a work environment free from discrimination, harassment, or bias.
  • Cross-train staff and delegate work to ensure operational continuity and efficiency.

Court Operations and Case Processing

  • Ensure accurate, timely processing of cases and entry of information into court case management systems.
  • Perform quality control reviews and audits to verify the accuracy and completeness of court records and documents.
  • Ensure proper execution, filing, and maintenance of court documents in accordance with statutes and court policies.
  • Demonstrate and reinforce efficient case processing methods and procedural compliance among staff.
  • Serve as acting lead in the absence of the Clerk of Court or higher-level supervision, as assigned.

Training, Guidance, and Procedural Support

  • Assist in the training and continuing education of Deputy Clerks and communicate progress or concerns to the Clerk of Court or designee.
  • Serve as a resource to staff regarding statutes, court rules, administrative policies, and procedural questions.
  • Consult with the Clerk of Court or designee when clarification is needed before acting on complex or unusual matters.
  • Support the development and improvement of work methods, procedures, and internal controls.

Customer Service and Public Interaction

  • Model and enforce high standards of customer service in interactions with the public, attorneys, judges, and court partners.
  • Respond to inquiries accurately, professionally, and in a timely manner, including via email and voicemail.
  • Exercise sound judgment in sensitive or high-pressure situations and escalate issues appropriately.
  • Maintain courteous, neutral, and non-prejudicial interactions at all times.

Professional Responsibilities and Ethics

  • Comply with the Rules of Conduct for Judicial System Employees and promote ethical behavior among staff.
  • Maintain confidentiality of all court records and proceedings.
  • Observe established policies regarding attendance, leave, dress code, and workplace conduct.
  • Complete required training, including IT security, CLE, and other mandatory coursework.
  • Promptly report safety or security concerns according to policy.

Minimum Qualifications/Experience

Most competitive applicants will have court experience, legal and judicial knowledge, and will demonstrate competence in areas of responsibility as well as automated financial and records management systems and personal computers. Proficiency in Microsoft Word is required. A high school diploma or equivalent is required; college or business school courses are preferred.

Minimum Qualifications

Candidates must meet the following minimum qualifications to be considered.

Education & Experience

  • High School Diploma or an equivalent combination of education and experience.
  • Related court, legal, or administrative experience, including experience in a direct supervisory role.

Knowledge & Skills

  • Working knowledge of court operations, case processing, and legal records management.
  • Knowledge of applicable statutes, court rules, and administrative policies.
  • Ability to supervise staff, assign work, provide feedback, and document performance issues.
  • Strong organizational skills and ability to prioritize workloads and meet deadlines.
  • Skill in interpreting policies, procedures, and statutes, and identifying when clarification or additional guidance is required.
  • Ability to exercise sound judgment, work independently, and maintain confidentiality.
  • Proficiency with court case management systems, Microsoft Office, standard office software, and office equipment.
  • Strong written and verbal communication skills.

Preferred Qualifications

These qualifications are not required but may distinguish candidates.

Education & Experience

  • Bachelor’s degree, or an equivalent combination of education and experience.
  • Experience serving as a Deputy Clerk or in a supervisory role within a Virginia court or comparable judicial system.
  • Experience assisting with hiring, training, or performance evaluations in a legal or public-sector setting.

Specialized Knowledge

  • Familiarity with Supreme Court of Virginia administrative policies and District Court procedures.
  • Experience performing quality control audits or compliance reviews.
  • Experience supporting audits, inspections, or procedural reviews.

Leadership & Operations

  • Demonstrated experience improving workflows, training methods, or operational efficiency.
  • Experience mentoring or coaching staff for performance improvement or career development.
  • Experience performing in-court duties or coordinating courtroom operations.

Physical Demands and Work Environment

Work is primarily performed in an office and courtroom setting. Duties require the ability to sit, stand, walk, bend, reach, and operate standard office equipment. The employee may be required to lift or carry items weighing up to approximately 10 pounds. Reasonable accommodations may be made.
