Job Duties

The Department of Magistrate Services is accepting applications for the position of Chief Magistrate for the 9th Judicial District in the Sixth Magisterial Region. A chief magistrate is an independent judicial officer appointed by the Executive Secretary of the Supreme Court of Virginia with management responsibility to ensure appropriate delivery of judicial services in a judicial district. This position ensures appropriate delivery of services to the 9th Judicial District, which includes the Counties of Charles City, Gloucester, James City, King and Queen, King William, Mathews, Middlesex, New Kent, and York, as well as the Cities of Poquoson and Williamsburg. The principal offices in the 9th District are located in James City, New Kent, Gloucester, and Charles City. The chief magistrate supervises magistrates and maintains relationships with judges, clerks of court, and other local government officials to ensure efficient functioning of the magistrate system. Although the primary location for this position is James City County and the 9th District, a chief magistrate is appointed to a region and may also assist with magistrate service duties anywhere in the region. Aside from the locations already mentioned in the 9th District, Region 6 includes Caroline, Essex, Hanover, Henrico, King George, Lancaster, Northumberland, Richmond, Spotsylvania, Stafford, and Westmoreland Counties and the Cities of Richmond and Fredericksburg. Additional principal offices are in Richmond, Henrico, Hanover, Spotsylvania, Stafford, and King George.

Essential Duties & Responsibilities


Duties and responsibilities include, but are not limited to:

  • Exercising the powers enumerated in Virginia Code §§ 19.2-36 and 19.2-45;
  • Recruiting, training, supervising and evaluating the magistrates within the district;
  • Implementing and applying policies for the magistrates within the district;
  • Addressing and resolving conflicts and complaints;
  • Developing and maintaining good relationships with magistrates and other chief magistrates within the region;
  • Developing and maintaining good relationships with OES departments, courts, and other local agencies;
  • Completing special projects assigned by the Regional Magistrate Supervisor;
  • Reviewing and responding to correspondence, emails, and telephone inquiries; and
  • Supporting the Department of Magistrate Services and the Office of the Executive Secretary.

Minimum Qualifications

The most competitive candidates will possess:


The successful candidate must be a citizen of the United States, possess a bachelor’s degree from an accredited institution of higher education, and either be or become a resident of Virginia prior to appointment. The successful candidate must be a member in good standing of the Virginia State Bar. Management or supervisory experience is required. Extensive knowledge of the Virginia judicial system, including criminal law and procedure, is required. Excellent analytical, decision making, and communication skills (written and verbal) are required. The successful candidate must maintain a flexible work schedule and be willing to be on-call at all times.

The most competitive applicants will have demonstrated leadership abilities, demonstrated interpersonal and diplomatic skills, and demonstrated excellence in prior academic or professional endeavors.


Special Instructions to Applicants –

If not currently certified as a magistrate, the successful candidate must attend an intensive five-week training course and successfully pass a certification process that includes a written examination and extensive on-the-job training. The position requires a 40-hour work week and the ability to travel throughout the region and state. Candidates must meet all of the qualifications of a magistrate under Virginia Code §19.2-37.
