Overview: Our
client has an exciting opportunity for a Senior Estimator with successful and
progressive experience in developing bid packages, calculating project costs,
selecting suppliers, procuring materials and services, interpreting project
plans, scheduling project work activities, providing project oversight,
interfacing with project personnel, and helping to ensure successful project
completion and close out.
Position
Overview: The
successful candidate shall have a minimum of 8 years’ experience in Marine
& Heavy Civil Construction.
The Senior Estimator will be responsible for leading the preconstruction and
estimating services for Water and Wastewater projects for the construction
group supporting a regional global office based in Chicago, while supporting
offices throughout the Midwest. They will lead the estimates and proposals for
various projects with a diverse portfolio of project types and clients, while
supporting and executing business strategy. This position will assist clients
in making fact-based decisions by presenting accurate estimates in a credible
and professional manner while minimizing risk to the company.
Responsibilities:
· Lead estimating strategy and
implementation efforts primarily focused on water and wastewater projects in
Construction.
· Partner with EPC PM to oversee the
preconstruction efforts for the project team and ensures successful execution
and completion of the preconstruction process for all pricing efforts including
proposals and major change orders for the group.
· Capable of performing
process/mechanical/CSA discipline estimates, including self-performance
estimates. Capable of managing and reviewing electrical & instrumentation
estimates.
· Coordinate and interface with the
WTR Regional Global Practice Manager and National Director of Water -
Construction
· Review and approve project summary
schedules for validity.
· Manage workload scheduling to ensure
timely completion of deliverables.
· Asist in the risk review process.
· Responsible for compliance with
estimating methodology insuring quality estimates are produced.
· Lead project team review for
estimating quantities and scope of project.
· Responsible for reviewing and
approving quotes on bonds and insurance.
· Review and approve small and
disadvantaged business solicitation and evaluations.
· Lead subcontractor solicitation and
pre-qualification reviews.
· Responsible for reviewing and
approving specialty and standard equipment pricing.
· Review and verify subcontractor bid
packages before being transmitted for quotes.
· Present the estimate to internal and
external clients.
· Responsible for the review of final estimates
before management review and proposal presentation.
· Lead estimating teams for completion
of pre-construction services.
· Responsible for cost history, database
management and estimating process.
· Approve price, general conditions,
indirect costs and review as provided by project management team.
· Make final recommendations as to
fee, contingency and escalation.
· Provide man hour quotes for required
estimating effort.
· Develop strategy on contract
partnering agreements.
· Prepare and present estimating data
for risk review process.
· Verify and approve estimates for
joint venture reviews.
· Review commercial terms and
conditions and address risk issues.
· Review and validate value
engineering items, alternates and options.
· Responsible for the accuracy and
validity of estimate clarifications and assumptions.
· Review documents for gaps and
overlaps in scope of work.
· Train and mentor staff.
Qualifications:
· Bachelor’s degree in engineering,
Construction Management or related field. Applicable experience may be
substituted for the degree requirement.
· A minimum of 7 years of direct
project estimating experience
· Ability to work independently or in
groups, think creatively and analytically, and make quick and sound decisions
· Excellent written and verbal
communication skills
· Expert with Microsoft Office, ConEst
and K-base.
· OSHA 10 hour safety certification
required.
· The incumbent must have the ability
to quickly learn the technical aspects of the business; be an effective
communicator; and can interface well with employees at all levels of the
organization.
