Stratum Environmental Group (SEG) is a Texas-based environmental services firm delivering stormwater management, erosion control, and post-construction stabilization for DOTs, municipalities, developers, and top-tier general contractors across Texas. Our team operates in full compliance with TCEQ, TPDES, ODEQ, and federal EPA regulatory standards — and we hold ourselves to that standard on every project.
We are seeking a seasoned Environmental Project Manager with deep expertise in SPCC planning, EPA stormwater compliance, and construction site regulatory management to lead project delivery across some of Texas's most complex and high-profile construction programs.
This is a remote position. Candidates must be based in Texas and prepared to travel approximately 20% of the time for site visits, client meetings, regulatory walkthroughs, and project oversight. The ability to be present when it matters — and execute independently when you're not — is essential to success in this role.
Core Responsibilities:
- Full project lifecycle management: SWPPP development and implementation, BMP installation, maintenance, and post-construction stabilization
- SPCC plan development, review, and site-level implementation oversight
- EPA and TPDES CGP compliance management, including CGP NOI/NOT filings, inspection oversight, and regulatory correspondence
- TCEQ and ODEQ coordination; proactive management of permit conditions and agency inquiries
- Client-facing leadership with GC superintendents, owners, and regulatory representatives
- Crew supervision, resource scheduling, and field operations across concurrent active sites
- Estimating, change order negotiation, monthly invoicing, and AR management
Ideal Candidate:
- 5 years of environmental project management experience in Texas, with demonstrated SPCC and EPA stormwater compliance expertise
- Strong command of TPDES CGP, SPCC regulations (40 CFR Part 112), BMP selection and installation standards
- CPESC, CESSWI, or CISEC certification preferred
- Experience interfacing with TCEQ, EPA Region 6, or similar regulatory bodies
- Proven ability to manage compliance risk on large-scale construction programs — data center, DOT, or industrial site experience strongly preferred
- Self-directed, highly organized, and able to manage multiple projects remotely with minimal oversight
- Business discipline: estimating, change order documentation, and billing rigor
