Key Role:
Foreign Military Sales (FMS) Analyst/Program Manager
This is a hybrid work position (at least 3-days/week in the office) with some travel required.
SAI is seeking an Analyst/Program Manager to facilitate U.S. government-to-government security assistance programs, coordinating the sale of defense articles and services to allied nations.
Role includes management and coordination of all phases of the US Air Force (USAF) and US Space Force (USSF) FMS process, including FMS case development, case execution, case implementation, and case closure. Advise FMS Program Country Managers and Division Chiefs on FMS practices with allied countries. Coordinate with Secretary of State, DoD, AFSAC and FMS customers to scope requirements, develop way ahead, and implement FMS initiatives to support partner nations. Prepare briefings detailing cases, P&A notification, and address any issues with contracting and hardware procurement and delivery.
Role requires a strong understanding of U.S. government procurement systems, such as the DoD acquisition system and FMS-specific databases like DSAMS, along with excellent communication and negotiation skills to coordinate complex transactions with foreign governments and internal stakeholders.
Role also includes support to FMS Program Security Reviews of Host Application Equipment (HAE) for foreign use.
Programmatic knowledge must be sufficient to support a program involving sustainment and new hardware development.
Qualifications:
FMS Program Management
· Provide acquisition and contract support by serving as liaison on behalf of the assigned FMS Team, to ensure prompt and accurate preparation and handling of contract transactions
· Performs contract actions including acquisition planning, solicitation documentation, cost and price analyses
Case Management
· Experience with analyzing and reporting on complex security cooperation issues, initiatives, legislative matters, executive orders, and agreements
· Experience with the review of security cooperation documents, amendments, and modifications to Letters of Offer and Acceptance (LOA), Letters of Intent (LOI), Memoranda of Understanding (MOU), and Congressional Notifications (CN) to ensure compliance with established policy and procedures
· Experience with overseeing, coordinating, and assisting with the OEM to ensure that software and hardware are suitable for installation into FMS program participant indigenous systems
· Experience with providing technical coordination with the Program Office system development teams/IPTs to understand current and future system and equipment upgrades, and to ensure the products purchased by FMS customers can support in-country platform requirements
· Ability to review and interpret technical data presented by OEMs, and make recommendations on a path forward to the FMS Program Manager and country representatives
· Experience with coordinating and overseeing technical reviews and events for select FMS Countries
Integration & Handling
· Ability to maintain an integrated schedule of security reviews activities across Program FMS Countries
· Experience with supporting security working groups, technical integration meetings and FMS program reviews to facilitate and recommend security-focused solutions to technical and programmatic FMS decisions and policy issues
· Experience with preparing instructions/notes related to Program FMS Security requirements and United States (US) State Department Arms Export Laws and Regulation to accompany LOAs
· Ability to develop security requirements checklists to be used to conduct Security Reviews at contractor facilities and Program-authorized users to ensure Program Military Communications Security (COMSEC) hardware is properly stored and handled to prevent unauthorized tampering
· Support Integration and Handling Reviews (RIHR) for indigenous platforms developed by the FMS customers to address potential technical and programmatic security
Additional Qualifications:
· Must have a BS Engineering Degree from an accredited institution plus ten years of experience in technical program planning and implementation, contract interpretation and DoD acquisition and program management
· Must have a minimum of five years of experience working in an Analytical or Program Management Position on DoD weapon programs
· Must be able to work independently and be capable of communicating effectively with contractors, Program Office personnel and technical experts
· Must be a self-starter with the ability to work independently
· Position requires up to 25% travel
· Secret Clearance required or ability to re-activate a Secret Clearance
Job Type: Full-time
Pay: $124,800.00 - $156,000.00 per year
