Title:
Financial Analyst - FMS
SAI is seeking an FMS Financial Analyst. This position researches and analyzes budgeting, accounting, and financial transactions for Department of Defense (DoD) FMS programs within established Security Assistance Management Manual (SAMM), Defense/Federal Acquisition Regulation (DFAR/FAR), Financial Management Regulation (DoD FMR) and Service Agency guidelines.
This is a full-time hybrid (at least 3 days/week in the office) position.
Duties will include but are not limited to the following:
Perform daily research, analysis, reconciliation, and case closure preparation of DoD Program Foreign Military Sales (FMS) Program accounts
Review, track and monitor every FMS Program billing, receivables and payments
SF 1034 Preparation Assistance - Provide support in preparing SF1034 (Voucher for Payment’s required information and financial data; and other supporting documents needed for payment)
Coordinate with financial transactions with Program Office, countries and requisite DFAS offices; Follow-up for status of payment
Present case financial status at formal country Program Management Reviews
Model procedural steps of billing, receivables and payments for client operations and help to implement solutions for areas requiring greater efficiency and improvement
Produce periodic funding status reports for the government with respect to obligation and expenditure records to determine the status of unliquidated obligations and outstanding balances on various funding documents and FMS cases/accounts
Provide financial advice to FMS Program customers, as needed
Provide training on the latest laws, policies, directives, and Service requirement changes for FMF
Participate in program office meetings, work closely with Program Controller’s offices
Qualifications:
A Bachelor’s degree in a business or finance-related field or five years of experience in the administration of FMS case management and execution of purchases made through the FMS program are required
Minimum six years of Accounting and Finance/DFAS experience and four years of FMF funding experience
Must be proficient in Case Management Control System (CMCS), Security Assistance Management Information System (SAMIS) other Service-oriented financial and record keeping software
Must have ability to meet critical deadlines
Must have excellent verbal and written communication skills
Must be proficient in Microsoft Office Suite (Word, Excel, PowerPoint)
Must have ability to work well independently and as part of a team
Experience working with NATO Support Procurement Agency (NSPA) financial transactions is a plus
Secret Clearance required or ability to re-activate a Secret Clearance
Job Type: Full-time
Pay: $124,800.00 - $156,000.00 per year
